Dias was Feared as the \u201cTsar\u201d that was published in the \u201cDaily Mirror\u201d of February 19t 2022.  The feedback I received indicate that there is much interest in the role played by NQ Dias in the affairs of the nation decades ago. Some of the emails I received about my writings on the 1962 coup in general and NQ Dias in particular were very positive with requests that I  write more details about the \u201cTsar\u201d NQ Dias.  I  continue this week with my focus on NQ Dias. The first part concluded with the line \u201c The advent of Parliamentary elections in 1956 saw the master Sinhala Buddhist strategist Neil Quintus Dias swinging into action.\u201d  How and why did  Dias spring into action?<\/p>\n<p> <img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/dbsjeyaraj.com\/dbsj\/wp-content\/uploads\/2022\/03\/8F634A83-F2D7-4ECA-B213-4CFD223A57A4-600x349.jpeg\" alt=\"\" width=\"600\" height=\"349\" class=\"aligncenter size-large wp-image-76425\" srcset=\"https:\/\/dbsjeyaraj.com\/dbsj\/wp-content\/uploads\/2022\/03\/8F634A83-F2D7-4ECA-B213-4CFD223A57A4-600x349.jpeg 600w, https:\/\/dbsjeyaraj.com\/dbsj\/wp-content\/uploads\/2022\/03\/8F634A83-F2D7-4ECA-B213-4CFD223A57A4-300x174.jpeg 300w, https:\/\/dbsjeyaraj.com\/dbsj\/wp-content\/uploads\/2022\/03\/8F634A83-F2D7-4ECA-B213-4CFD223A57A4.jpeg 640w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/p>\n<p>The United National  Party(UNP) led by Prime Minister Sir John Kotelawela dissolved Parliament  in February 1956. When  fresh elections were scheduled for April 1956 , the long cherished  objective of Neil Quintus Dias appeared  realizable. The  electoral defeat of the incumbent UNP followed by the ushering in of a new Sri Lanka Freedom Party(SLFP) led Government became a distinct possibility. However there  was much spadework to be done within a short  period of  time to achieve electoral victory.<\/p>\n<p><!--more--><\/p>\n<p>As stated earlier the  latter day \u201cChanakya\u201d NQ Dias had been working diligently behind the scenes to enthrone his  \u201cChandragupta\u201d SWRD Bandaranaike in the prime ministerial seat of power. NQ kept himself in the background as he was a civil servant  holding the post of  Registrar-General  and let others bask in  related glory. So much so that very few realised or appreciated  the important role played by  NQ  Dias in  Bandaranaike\u2019s 1956 triumph. However Dias who had been engaged in confidential talks  of a political nature at multiple levels acted fast to consolidate the progress achieved in time before  the parliamentary poll.<\/p>\n<p><strong>Mahajana Eksath Peramuna<\/strong><\/p>\n<p>Relegating himself to  the background and adopting a position of virtual \u201cinvisibility\u201d, NQ Dias along with  some other  political fellow travelers  aided and assisted SWRD Bandaranaike to forge an electoral alliance and garner support from influential sections of Sinhala sociey. On February 22nd 1956  a political coalition named Mahajana Eksath Peramuna(MEP) meaning Peoples United Front was formed. There were four signatories. They were  SWRD Bandaranaike \u2013 Sri Lanka Freedom Party(SLFP), Philip Gunawardena \u2013 (Viplavakari Sama Samaja Party(VLSSP), Wijayananda Dahanayake &#8211; Sinhala Bhasha Peramuna (SBP) and IMRA Iriyagolla who claimed to  represent Independent candidates forming part of the MEP coalition. The MEP was to  contest polls under the hand symbol of the Chief constituent SLFP.<\/p>\n<p>After forging together  the coalition,  Bandaranaike entered into an electoral no contest arrangement with the Trotskyite Lanka Sama Samaja Party(LSSP) and the Commuist Party(CP). This prevented fragmentation of the anti- UNP opposition vote. More importantly  the support of the Buddhist Nikayas was obtained through the Eksath Bhikku Peramuna. In addition several Buddhist organizations and prominent individuals also joined the MEP camp.NQ Dias played a  crucially important  sub- terranean  role  in  these  political exercises aimed at garnering wider support for SWRD.<\/p>\n<div id=\"attachment_75829\" style=\"width: 274px\" class=\"wp-caption alignright\"><img aria-describedby=\"caption-attachment-75829\" decoding=\"async\" loading=\"lazy\" src=\"https:\/\/dbsjeyaraj.com\/dbsj\/wp-content\/uploads\/2022\/01\/11287278-E4C3-4E5B-A0A6-1EA01DB23A25.jpeg\" alt=\"\" width=\"264\" height=\"378\" class=\"size-full wp-image-75829\" srcset=\"https:\/\/dbsjeyaraj.com\/dbsj\/wp-content\/uploads\/2022\/01\/11287278-E4C3-4E5B-A0A6-1EA01DB23A25.jpeg 264w, https:\/\/dbsjeyaraj.com\/dbsj\/wp-content\/uploads\/2022\/01\/11287278-E4C3-4E5B-A0A6-1EA01DB23A25-210x300.jpeg 210w\" sizes=\"(max-width: 264px) 100vw, 264px\" \/><p id=\"caption-attachment-75829\" class=\"wp-caption-text\">Sir John Kotelawela<\/p><\/div>\n<p>The  MEP election campaign got underway.  As stated earlier making Sinhala the sole official language and redressing the historic wrongs done  to Buddhists were  to be the major campaign themes. The strategic objective of NQ Dias in the election campaign  was to mobilise public opinion along anti \u2013 western, anti \u2013 christian and anti \u2013 Tamil lines thereby creating an overwhelming Sinhala Buddhist ethos in the country. The campaign itself was to have anti-Tamil overtones and anti-christian undertones. <\/p>\n<p>Ironically the MEP and the leftist parties with whom there was a no contest pact were opposed to each other on the official language issue.  While the MEP was for Sinhala only, the LSSP and CP were for parity of status  between the Sinhala and Tamil languages.NQ Dias never  figured conspicuously  in the polls propaganda  but he was very active  travelling widely and monitoring the election campaign.<\/p>\n<p>The Parliament of Ceylon\/Sri Lanka then had  ninety-five  elected and six appointed MP\u2019s.  Voting was  for  each electorate on the first -past -the \u2013 post-  winner, systemThe  1956  elections were held on a staggered  basis  from April 5 to 10t as was the  practice in the pre-1960  years.There were three days of voting.  As results were announced an MEP sweep became a foregone conclusion. The UNP  was routed..<\/p>\n<p><strong>Resounding Victory for MEP<\/strong><\/p>\n<p>It was a resounding victory for the MEP. 51 of the  60  candidates it fielded had won. The UNP on the other hand  with 76 candidates had  got only eight. It failed to get even the Leader of the Opposition post. The LSSP  leader Dr.NM Perera became opposition leader as the party had won 14 out of 21 seats it contested. The Ilankai Thamil Arasuk Katchi(ITAK)also known as the Federal Party(FP) got 10 0ut of 14 seats contested. The Communist Party got three  out of nine seats it contested. Other parties such as the All Ceylon Tamil Congress (ACTC) and Independent candidates obtained the rest amounting to nine MP\u2019s in all. Of these RG Senanayake contesting as an independent aligned to the MEP won in two seats namely Dambadeniya and Kelaniya.<\/p>\n<p>SWRD Bandaranaike became Prime Minister and formed an MEP Government described as \u201cApey Aanduwa\u201d(Our Govt). In keeping with his MEP manifesto Bandaranaike proceeded to  replace English with Sinhala as the Official language. However Bandaranaie also proposed to include specific clauses in the bill that would allow a limited use of the Tamil Language  in administration.This was not to the liking of people like NQ Dias and \u201cBauddha Jathika Balavegaya\u201dleader LH Mettananda.<\/p>\n<p> The MP for Welimada KMP Rajaratna and Prof.FR Jayasuriya undertook a \u201c fast unto death\u201d  on the steps of Parliament, protesting the Tamil language provisions.Bandaranaike abandoned the idea of including  provisions in the Official language bill for the use of Tamil in official administration. SWRD Bandaranaike suspected that NQ Dias in typical low- key style had played a covert role in instigating Rajaratna and Jayasuriya\u2019s fast. This was because Bandaranaike knew  the prevailing affinity between Dias and the fasting duo.  <\/p>\n<p>This  suspicion was perhaps the beginning of the crack between SWRD and NQ.  Though Dias had  devised the  strategy to get SWRD  elected  as Prime Miniser, he was always  suspicious  of  Bandaranaike\u2019s bona fides as far as the Sinhala Buddhist cause was concerned. Dias  was  doubtful about SWRD\u2019s genuine commitment.  He  felt Bandaranaike had  subscribed to Sinhala Buddhist supremism as an election gimmick alone without any real faith in that ideology.<\/p>\n<p><strong>Director of Cultural Affairs.<\/strong><\/p>\n<p>Nevertheless Bandaranaike was immensely grateful to Dias for the role played  by him in the MEP victory. He offered NQ Dias the choice of becoming  permanent secretary to any ministry that he desired. Dias declined the offer and instead requested  that he be  given the comparatively minor post of Director of Cultural Affairs. This apparently surprised Bandranaike and made him wary  about NQ Dias and his motives. Former Govt Agent Neville Jayaweera  has stated in his writings that Bandaranaike was not wrong in this. \u201cSWRD\u2019s suspicions were well founded. Actually NQ\u2019s choice of the Directorate of Cultural Affairs was again evidence of his strategic mind. This post gave him an opportunity to work more closely with the Sangha and consolidate its role as a political power-house, and under its guise, he used funds to step up Buddhist political activities across the land.\u201d writes Jayaweera in his memoirs.<\/p>\n<div id=\"attachment_76162\" style=\"width: 232px\" class=\"wp-caption alignright\"><img aria-describedby=\"caption-attachment-76162\" decoding=\"async\" loading=\"lazy\" src=\"https:\/\/dbsjeyaraj.com\/dbsj\/wp-content\/uploads\/2022\/02\/2C8E2B9E-D359-4B33-8D0E-2108BC403A56-222x300.jpeg\" alt=\"\" width=\"222\" height=\"300\" class=\"size-medium wp-image-76162\" srcset=\"https:\/\/dbsjeyaraj.com\/dbsj\/wp-content\/uploads\/2022\/02\/2C8E2B9E-D359-4B33-8D0E-2108BC403A56-222x300.jpeg 222w, https:\/\/dbsjeyaraj.com\/dbsj\/wp-content\/uploads\/2022\/02\/2C8E2B9E-D359-4B33-8D0E-2108BC403A56.jpeg 320w\" sizes=\"(max-width: 222px) 100vw, 222px\" \/><p id=\"caption-attachment-76162\" class=\"wp-caption-text\">Neil Quintus Dias<\/p><\/div>\n<p>The doubts  and misgivings   NQ Dias had about SWRD Bandaranaike\u2019s commitment towards the Sinhala Buddhist cause  became more pronounced as events began to unfold. SWRD  was an intellectual giant with liberal democratic values who had opportunistically subscribed to  Sinhala Buddhist  nationalism  as a short cut to  ride to power. However he recognized that justice had  not been done to the Tamil speaking people and sought to redress some of their  grievances through political accommodation.<\/p>\n<p> The signing of the pact in 1957  with ITAK leader SJV Chelvanayagam to set up Regional counciils  was an example. So too  was the introduction  in 1958 of regulations enabling the limited use of Tamil in administration. However these were opposed bitterly by the Sinhala Buddhist hawks.The hardliners  also wanted the Prime minister to nationalize schools run by the Catholic and Protestant Churches but SWRD would not oblige.<\/p>\n<p>Thus the extremist Sinhala Buddhist forces who brought Bandaranaike to power were  becoming disappointed and disillusioned with the PM. He was not acting strongly or speedily to establish Sinhala Buddhist dominance they felt. They  wanted the Buddhist Commission report implemented in full. They demanded that the  Saturday &#8211;  Sunday week-end holidays be replaced by the Pre \u2013 Poya and Poya day weekend.<\/p>\n<p><strong>SWRD Alienated from NQ Dias<\/strong><\/p>\n<p> When these were  not adhered to by Bandaranaike  some turned  against him. A coterie comprising influential members of the Buddhist clergy and laity  began to conspire  against the Prime Minister. They  wanted to oust Bandaranaike and replace him with NQ Dias. When Bandaranaike became aware of these moves he began to distrust  NQ Dias. It also seems unlikely that  Dias who  usually preferred to be in the background would have opted to be in the limelight.Neville  Jayaweera with first-hand knowledge  gave NQ Dias  a clean bill of health  in this. Jayaweera wrote \u201cHowever, it must be said to NQ\u2019s credit that at no time did he put himself up, or consent to be put up, as a contender for SWRD\u2019s job, and his loyalty to SWRD personally, and to the SLFP government, never wavered.\u201d<\/p>\n<p>Nevertheless the  rift that had set in between Bandaranaike and Dias began widening. The Cultural affairs Director who  played  a vital role in  bringing Bandaranaike to power  was now out of favour with the Prime Minister.<\/p>\n<p>1959 was an eventful year.The  politically powerful  Buddhist monk Mapitigama Buddharakkitha Thero who controlled the Eksath Bhikku Peramuna clashed with Bandaranaike. This was more due to commercial  rather than political or religious reasons.The only woman minister in Bandaranaike\u2019s cabinet Vimala Wijewardene also got estranged from the Premier.<\/p>\n<p>Ananda College principal and Bauddha Jathika Balavegaya leader LH Mettananda also turned hostile towards Bandaranaike because the PM was not doing enough to rectify historic wrongs done to the Sinhala Buddhists. The antagonism between both was so great that Bandaranaike referred to Mettananda as a \u2018madman\u2019. In another twist the leftist  segment of the MEP  alliance which included cabinet ministers Philip Gunawardena and William Silva quit the  Govt. <\/p>\n<p>Bandaranaiike was  becoming increasingly isolated. In sheer desperation he reached out to NQ Dias again.  Though SWRD had  been giving the cold shoulder to Dias  due  to fears that NQ was conspiring to replace him, those  doubts were  somewhat dispelled now. This was because NQ Dias had distanced himself from those involved in the anti-SWRD conspiracy and remained steadfastly loyal. Bandaranaike  realised he required the support of the Sinhala Buddhist strategist to thwart the conspiracies against him.<\/p>\n<p><strong>PM Bandaranaike Assassinated<\/strong><\/p>\n<p>Unfortunately  Bandaranaike was killed before complete rapprochement with NQ Dias became a reality. The PM was assassinated in September  1959 by Talduwe Somarama Thero.  Wijayananda Dahanayake became Prime Minister. After a brief period of chaotic governance, Dahanayake dissolved Parliament. Fresh  elections were scheduled for March 1960.<\/p>\n<p>With elections being announced the MEP alliance  started crumbling.  When   the MEP was  formed there were four signatories .Of these SWRD Bandaranike  had been assassinated. His party the  SLFP  which was the chief constituent of the MEP contested elections on its own with  the hand symbol under the leadership of CP de Silva.<\/p>\n<p> The second signatory Philip Gunawardena  appropriated  the  Mahajana Eksath Peramuna(MEP) label and contested under the wheel symbol. The Dharma Samajaya Party led by LH Mettananda joined forces with the MEP.<\/p>\n<p>The third  signatory W.Dahanayake  who was the incumbent Prime Minister formed the Lanka  Prajathanthravda  Pakshaya(LPP)  to contest polls.<\/p>\n<div id=\"attachment_76428\" style=\"width: 160px\" class=\"wp-caption alignleft\"><img aria-describedby=\"caption-attachment-76428\" decoding=\"async\" loading=\"lazy\" src=\"https:\/\/dbsjeyaraj.com\/dbsj\/wp-content\/uploads\/2022\/03\/7950EC54-451C-415D-972B-630227F434F7.jpeg\" alt=\"\" width=\"150\" height=\"210\" class=\"size-full wp-image-76428\" \/><p id=\"caption-attachment-76428\" class=\"wp-caption-text\">IMRA Iriyagolla<\/p><\/div>\n<p>The fourth signatory IMRA Iriyagolla  had resigned his Deputy minister post  and crossed over to the Opposition in 1957.  Iriyagolla  joined  UNP to contest the 1960 March election. The UNP itself was invigorated after the return of Dudley Senanayake as leader.<\/p>\n<p> Among other break-aways was  KMP Rajaratna who formed the Jathika Vimukthi Peramuna(JVP) and \u201cImbulgoda Veeraya\u201d SD Bndaranayake who founded the Bosath Bandaranaike party. On another level the  LSSP  had fielded over a hundred candidates   with Trotskyite comrades  confidently proclaiming that their leader Dr.NM Perera would be the next Prime Minister.<\/p>\n<p><strong>March and July 1960 Elections<\/strong><\/p>\n<p>The March election result saw the UNP  leading  with 50 seats and the SLFP coming a close second  with 46.It was a hung Parliament. Dudley Sennayake was appointed Prime Minister but he could not cobble together enough MP\u2019s to form a majority  Govt in a Parliament of 157 MP\u2019s. The SLFP leader  CP de Silva had the support of enough MP\u2019s including those from the ITAK to form a Govt but the then Governor- General Sir Oliver Goonetilleke   did not provide the SLFP leader an opportunity to demonstrate his majoriy on the floor of the House.   Parliament was dissolved. New elections were to be held in July 1960.<\/p>\n<p>SWRD Bandaranaike\u2019s wife Sirimavo had  been drawn into the  March election campaign  by CP de Silva. She had spoken at several well-attended meetings. The \u201cweeping widow\u201d as she was described by sections of the media was a crowd puller. It was felt that Sirimavo Bandaranaike should be made the SLFP leader  and  spearhead the SLFP propaganda campaign for July 1060. If the party won , she would become PM. However Sirimavo  was reluctant and needed much persuasion to concur. Several people engaged in efforts to make Sirimavo consent. Among these was NQ Dias. Finally  Sirimavo  agreed.<\/p>\n<p>The SLFP won 75 seas in July 1960. Sirimavo Bandranaike created history  as the world\u2019s first woman Prime Minister.She  had not contested elections and was appointed Senator. The  new Prime Minister with little experience in politics and practically no experience in  governance, began finding her feet gingerly in unfamiliar territory. She  began relying on  a   select group of people to offer advice and provide guidance. A notable personality amomg these  was Neil Quintus Dias.<\/p>\n<p>Though NQ Dias had been out in he cold   after  falling out of favour  with   SWRD Bandaranaike earlier ,  the frosty relationship had thawed shortly before  the latter\u2019s death. Thus NQ was  easily able  to get into the good books of  Sirimavo after her husband\u2019s demise. NQ Dias  soon became  the  person on whom Sirimavo relied  most  for political advice  after her  political entry.<\/p>\n<p><strong>\u201cNo Question Dias\u201d.<\/strong><\/p>\n<p>Mrs. Bandaranaike was aware of  how NQ  had devised and implemented the \u201cSinhala  Buddhist\u201d strategy that enabled her Husband to get elected  as Premier. NQ Dias was highly respected  by Mrs.Baandaranaike. He was regarded as her \u201cunofficial\u201d chief political adviser. Neil Quintus Dias was appointed the Secretary to the Ministry of Defence and External Affairs. NQ was a  courteous soft-spoken man  but would not let himself be questioned by his subordinates. This led to the nickname \u201cNo Question Dias\u201d.<\/p>\n<p>Felix Dias  Bandaranaike a brilliant young lawyer was SWRD Bandaranaike\u2019s cousin. He contested the Dompe seat  successfully at the March and July elections. Felix was appointed Minister of Finance. More importantly Felix was also made Parliamentary Secretary (Junior minister) of Defence  and External Affairs. Until the executive presidency system was set up in 1978 the  Prime Minister was always the Minister of Defence and External affairs. Prime Minister Sirimavo Bandaranaike was the Defence\/External affairs minister in 1960 but since she was a Senator and not a member of Parliament, It   was Felix who was answerable to Parliament. He also became  Sirimavo\u2019s most trusted and powerful political  Lieutenant.Felix Dias and NQ Dias became the duo on whom Mrs.Bandaranaike depended on  most to advise her on political and governance issues.<\/p>\n<div id=\"attachment_71933\" style=\"width: 235px\" class=\"wp-caption alignright\"><img aria-describedby=\"caption-attachment-71933\" decoding=\"async\" loading=\"lazy\" src=\"https:\/\/dbsjeyaraj.com\/dbsj\/wp-content\/uploads\/2021\/02\/SB-225x300.jpg\" alt=\"\" width=\"225\" height=\"300\" class=\"size-medium wp-image-71933\" srcset=\"https:\/\/dbsjeyaraj.com\/dbsj\/wp-content\/uploads\/2021\/02\/SB-225x300.jpg 225w, https:\/\/dbsjeyaraj.com\/dbsj\/wp-content\/uploads\/2021\/02\/SB.jpg 277w\" sizes=\"(max-width: 225px) 100vw, 225px\" \/><p id=\"caption-attachment-71933\" class=\"wp-caption-text\">Ms. Sirimvo Bandaranaike<\/p><\/div>\n<p>After being appointed  as Permanent Secretary to the Defence and External Affairs Ministry that was directly under the  Prime Minister herself, NQ Dias found his stock rising. As Neville Jayaweera wrote\u201d N.Q.Dias was not merely the Perm. Sec. Defence and External affairs, but the most powerful public servant around, and because of his influence over Mrs Bandaranaike, feared and respected even by Cabinet Ministers, and referred to publicly as The Tsar\u201d.<\/p>\n<p>With NQ Dias functioning as the chief aide to the Prime Minister in the upper echelons of the bureaucracy wielding  the strategically important position of Defence and External affairs ministry secretary, several Sinhala Buddhist hawks who had broken or drifted away from the SLFP camp  began returning to its folds. The re-emergence of the Sinhala Buddhist hardliners influenced SLFP leader and Prime Minister Sirima Bandaranaike\u2019s  govt greatly.<\/p>\n<p><strong>Mrs.Bandaranaike\u2019s Hawkish Approach <\/strong><\/p>\n<p>PM Srimavo  Bandarnaike  solemnly promied to continue with the implementation of the Bandaranaike (SWRD) policies. In practice the SLFP Govt  was prepared to go much further than SWRD Bandaranaike in  this exercise. In 1960  legislation was brought in  to take over Govt assisted  private schools run by the Catholic  and Protestant Churches. Also the SLFP regime in 1961 began implementing  Sinhala as the official language of administration and courts without any concession to the Tamil Language. Mrs. Bandaranaike\u2019s hard line  differed strongly from that of her husband in this. It is widely believed that NQ Dias was primarily responsible for this hawkish approach.<\/p>\n<div id=\"attachment_71932\" style=\"width: 278px\" class=\"wp-caption alignleft\"><img aria-describedby=\"caption-attachment-71932\" decoding=\"async\" loading=\"lazy\" src=\"https:\/\/dbsjeyaraj.com\/dbsj\/wp-content\/uploads\/2021\/02\/1961F4-268x300.jpg\" alt=\"\" width=\"268\" height=\"300\" class=\"size-medium wp-image-71932\" srcset=\"https:\/\/dbsjeyaraj.com\/dbsj\/wp-content\/uploads\/2021\/02\/1961F4-268x300.jpg 268w, https:\/\/dbsjeyaraj.com\/dbsj\/wp-content\/uploads\/2021\/02\/1961F4.jpg 413w\" sizes=\"(max-width: 268px) 100vw, 268px\" \/><p id=\"caption-attachment-71932\" class=\"wp-caption-text\">1961 ~ Tamil &#8216;Satyagraha&#8217;<\/p><\/div>\n<p>When there was resistance by sections of the Catholic Church , the Govt  was prepared to  deploy the Police and crush it. When the ITAK organized a peaceful  \u201cSatyagraha\u201d against the implementation of Sinhala only in Govt departments and courts, the Police tried to disrupt it by using force. Finally the  Army was called in to crush the   democratic, non \u2013 violent Satyagraha. Tamil political leaders were detained at the Army cantonment in Panagoda.<\/p>\n<p>This heavy-handed approach towards democratic dissent displayed by the Tamil people  was attributed to  NQ Dias.  Sinhala  was being enshrined as the sole official language and being rammed down Tamil throats forcibly  as the language of courts and public administration.  The Tamil  language with  its classical antiquity  was being relegated  to  second class status.  The \u2018Tsar\u2019 NQ Dias  was reportedly possessed of a brilliant intellect and strategic mindset. The effect  of these actions and the impact on the Tamil people was not lost on him.<\/p>\n<p><strong>The Clausewitz of Sri Lanka<\/strong><\/p>\n<p>NQ Dias fully realized the potential consequences of this \u2018Sinhala only through  force\u2019 policy. He knew that the affected Tamil people suffering from  a  deep sense of national humiliation could resort to desperate courses of action in the future. Neil Quintus  Dias  described as the Clausewitz of Sri Lanka by Neville Jayaweera anticipated  the launching of an armed struggle  by Tamils in the  foreseeable future. He also surmised that this armed struggle would have the support of India in one way or the other.This was way back in the sixties of the last century.<\/p>\n<p>Instead of trying  to prevent such a  possibility through an accommodative approach, NQ Dias devised a   strategic  policy of  military preparedness  for such an eventuality.  The objective was to  counter and suppress the  armed struggle through military force. Much of what NQ Dias accomplished   in this regard has not been well recorded. In fact Neville Jayaweera himself observes ruefully\u201d It is a pity that Dias\u2019s vision of a future armed Tamil uprising and of India\u2019s intervention on the side of the rebel cause, has not been properly chronicled\u201d<\/p>\n<p><strong>Policies Formulated by NQ Dias<\/strong><\/p>\n<p>What then were the policies formulated by Sinhala Buddhist strategist NQ Dias in the sixties of the 20th century to cope with an anticipated Tamil armed struggle with Indian backing in the future?
