{"id":74490,"date":"2021-10-04T01:38:45","date_gmt":"2021-10-04T06:38:45","guid":{"rendered":"http:\/\/dbsjeyaraj.com\/dbsj\/?p=74490"},"modified":"2021-10-05T02:56:59","modified_gmt":"2021-10-05T07:56:59","slug":"india-does-not-appreciate-any-third-party-presence-in-the-tamil-majority-north-and-east-where-new-delhi-had-invested-heavily-indian-foreign-secretary-harsh-v","status":"publish","type":"post","link":"https:\/\/dbsjeyaraj.com\/dbsj\/?p=74490","title":{"rendered":"&#8220;India does not appreciate any \u201cthird party presence\u201d in the Tamil-majority north and east, where New Delhi had \u201cinvested heavily\u201d, &#8211; Indian  Foreign Secretary Harsh Vardhan Shringla tells the TNA; \u201cSri Lankan leadership told  that provincial polls be held immediately, along with the full implementation of the 13th Amendment\u201d"},"content":{"rendered":"<p><strong><\/p>\n<p>By<\/p>\n<p>Meera Srinivasan<\/strong><\/p>\n<p>India has urged Sri Lanka to hold elections to its provincial councils without further delay, according to the Tamil National Alliance (TNA) whose delegation met visiting Foreign Secretary Harsh Vardhan Shringla on Monday.<\/p>\n<p>Also India does not appreciate any \u201cthird party presence\u201d in the Tamil-majority north and east, where New Delhi had \u201cinvested heavily\u201d, the Foreign Secretary told the TNA, which is the largest grouping representing Tamils of the north and east in the 225-member Parliament, with 10 MPs.<\/p>\n<p>\u201cForeign Secretary Shringla told us that he has conveyed to the Sri Lankan leadership that provincial polls be held immediately, along with the full implementation of the 13th Amendment,\u201d TNA spokesman and Jaffna legislator M.A. Sumanthiran, who was part of the delegation led by veteran Tamil leader R. Sampanthan, told The Hindu.<\/p>\n<p><!--more--><\/p>\n<p><strong>Legal challenges<\/strong><\/p>\n<p>\u201cThe government had raised some legal challenges in holding the elections, but I pointed out to the Foreign Secretary that even the Attorney General had cleared the holding of polls with a simple amendment,\u201d Mr. Sumanthiran, a senior constitutional lawyer, said.<\/p>\n<p>\u201cThe Foreign Secretary reiterated India\u2019s continued support for the full implementation of the 13th Amendment and going beyond it to achieve meaningful devolution,\u201d the Tamil MP said, referring to the only constitutional guarantee thus far on a measure of power devolution to the provinces. Key members within the Rajapaksa government have sought the repeal of the Amendment, and the abolition of the provincial council system.<\/p>\n<p>The five-year terms of the provincial councils \u2014 born out of the Indo-Lanka Accord of 1987 as a step to devolve political power to all the provinces \u2014 last expired in 2018 and 2019, during the time of the former Maithripala Sirisena\u2013Ranil Wickremesinghe government. Despite the then oppositional Rajapaksa camp demanding that the polls be held to the nine provinces, the Sirisena administration, which amended the Provincial Councils Elections Act in 2017, postponed holding the elections, as it grew increasingly unpopular amid internal rifts.<\/p>\n<p>\u201cOn Mr. Shringla\u2019s concerns about any third-party presence in the north and east, we told him that we do not want our country to become a Chinese colony. We said that since the north and east have historic, cultural and linguistic ties with India, we do not want any other force to change that,\u201d Mr. Sumanthiran said.<\/p>\n<p>Earlier this year, the TNA opposed a Chinese energy project in Delft island off Jaffna peninsula, citing \u201csecurity threats\u201d to the Tamil people and India.
