{"id":58217,"date":"2018-03-08T01:47:30","date_gmt":"2018-03-08T06:47:30","guid":{"rendered":"http:\/\/dbsjeyaraj.com\/dbsj\/?p=58217"},"modified":"2018-03-08T01:50:07","modified_gmt":"2018-03-08T06:50:07","slug":"58217","status":"publish","type":"post","link":"https:\/\/dbsjeyaraj.com\/dbsj\/?p=58217","title":{"rendered":"Anti-Muslim violence rears its ugly head again in Sri Lanka"},"content":{"rendered":"<p><strong>By<\/p>\n<p>Dr.Lionel Bopage<\/strong><\/p>\n<p>Inciting violence, hatred and threats against other citizens because of their diverse<br \/>\nbackgrounds is harmful for sustained peace and reconciliation in Sri Lanka. Ridiculing their religious beliefs and destroying their properties is terrifying for the targeted groups and distressing for the law abiding community members. A free nation shows its maturity byallowing minorities to enjoy the same rights and privileges the rest of the community is entitled to.<\/p>\n<p>In June 1980, Sri Lanka acceded to the International Covenant on Civil and Political Rights<br \/>\n(ICCPR), and it came into force in September 1980. Article 17 of the ICCPR provides that<br \/>\n\u201cNo person shall be subjected to arbitrary or unlawful interference with his privacy, family,<br \/>\nhome or correspondence, nor to unlawful attacks on his honour and reputation\u201d, and<br \/>\n\u201cEveryone has the right to the protection of the law against such interference or attacks\u201d.<\/p>\n<p><!--more--><\/p>\n<p>Article 20(2) states that &#8220;any advocacy of national, racial or religious hatred that<br \/>\nconstitutes incitement to discrimination, hostility or violence shall be prohibited by law&#8221;.<br \/>\nHowever, in practice, legislative measures have done little to address or deter the reasons<br \/>\nfor such unacceptable forms of behaviour. The international experience indicates that<br \/>\nracial hatred legislation is not the answer to curb these situations. The use of community<br \/>\neducation in schools and local communities and mass public education campaigns better<br \/>\nserve such purpose.<\/p>\n<p>Since 2013, the violence against Muslims in Sri Lanka has become more frequent. The latest<br \/>\nround of attacks has taken place in Ampara last week. An unsubstantiated rumour that<br \/>\ntablets that could cause infertility had been either mixed or found mixed in a meal served<br \/>\nby a wayside restaurant owned by a Muslim to a Sinhala customer has been the cause for<br \/>\nthese senseless attacks. This rumour has been debunked by many medical specialists<br \/>\nincluding gynaecologists. However, the fact that it had gained traction shows that<br \/>\nextremist and nationalist rhetoric have influenced the thinking of the ordinary people. <\/p>\n<p> The repercussions of this incident have become internationalised with the Organisation of<br \/>\nIslamic Cooperation expressing its deep concern about the developing situation.<br \/>\nThe fundamentalists accuse Muslims of expansionism, pursuing an anti-Sinhala-Buddhist<br \/>\nagenda through destroying their relics and heritage, building Mosques on Temple<br \/>\ngrounds\/ruins, forcibly converting Buddhists, forcing Sinhalese out of business, taking over<br \/>\nland and sanctuaries to expand the population, and using various methods such as mixing<br \/>\nbirth control\/infertility medication with food items and underwear etc. to make Sinhala<\/p>\n<p>women barren. By handing out leaflets and sending inflammatory and spurious SMS<br \/>\nmessages and videos with inflammatory and spurious SMS messages and videos, the<br \/>\nfundamentalists frequently whip up anti-Muslim sentiment throughout the island.<br \/>\nAfter a mosque and several shops owned by Muslims had been attacked, the situation has<br \/>\nnow been brought under control with the intervention of the security forces and certain<br \/>\ncivil society and religious entities. Attempts are also being made to establish an inter-faith<br \/>\npeace committee to subdue tensions and maintain peace and unity of the communities.<\/p>\n<p>The security forces had taken measures to safeguard all vulnerable religious places of<br \/>\nworship in the Ampara Town. The food in question that led to this issue had been referred<br \/>\nto the government analyst for further investigation.<\/p>\n<p>The question that must be asked is how could a mob initiate these violent incidents at a<br \/>\nlocation not so far away from several camps of the Police, army, air force and the STF, and<br \/>\nalso attack some mosques situated further away from the location? Several arrests have<br \/>\nbeen made allegedly in the midst of objections some Buddhist monks in the area had<br \/>\nraised. Apparently, the person who claimed to have found the \u2018pill\u2019 in his meal has given a<br \/>\nwrong address to the police and disappeared. Nevertheless, the Government has taken<br \/>\nmeasures to launch a special investigation into the alleged initial inaction of the Police and<br \/>\nthem submitting an incomplete &#8216;B&#8217; report. In addition, the government is to provide<br \/>\ncompensation for the damages caused to private property during this incident.<\/p>\n<p>This incident carries the hallmarks of a well-planned covert attempt to disturb the peace,<br \/>\nparticularly in the wake of a grenade explosion a few days ago in a bus in Bandarawela,<br \/>\nwhich was deliberately misinterpreted as being the work of the Liberation Tigers of Tamil<br \/>\nElam (LTTE). The situation could have turned out much worse. The political affiliations of<br \/>\nthose who initiated this erroneous claim must be carefully looked into.<\/p>\n<p>In this light, the future of the country depends on advancing national reconciliation by<br \/>\nupholding the dignity of all ethnic groups and promoting inter-racial and inter-religious<br \/>\ntolerance, as well as allaying the unfounded fears of the Sinhala people. The government<br \/>\nactions to address the fear psychosis created by the recent incidents is awfully inadequate.<br \/>\nThe silence of the political leadership, particularly the President and the Prime Minister, is<br \/>\nstunning and incomprehensible. Publicly declared commitment and proactive intervention<br \/>\nof the political leadership are essential for managing such inflammable situations.<\/p>\n<p>It could be said that people who have become increasingly alienated and angry due to their<br \/>\ndesperate situations have become tools of the far right racists. While there is no quick fix,<br \/>\na better solution would be to improve the socio-economic conditions that will help curtail<br \/>\nsuch behaviours. A truly mature pluralistic society can be gauged by its capacity to meet<br \/>\nintolerant opinions, attitudes and vile invective with tolerance, so long as they do not<br \/>\nbreach criminal laws of conduct. The best way to counter their scurrilous claims is by<br \/>\nengaging in informed public dialogue and debate.<\/p>\n<p>:<br \/>\nThe Sri Lankan Government needs to proactively conduct an urgent inquiry to protect<br \/>\npeace, establish the rule of law, take all those involved in violence into custody and bring<br \/>\nthe perpetrators to justice. The Organisation of Islamic Cooperation has also called upon<br \/>\nthe government to expeditiously investigate this incident.
