Prime Minister Ranil Wickremesinghe told Parliament yesterday that he was waiting for instructions from the Attorney General\u2019s Department to decide the future course of action as regards to the Treasury bond scams.<\/p>\n

If the Opposition was not happy with the instructions coming from the AG\u2019s Department and needed to hand over the task to a legal expert of their choice the government was willing to do so provided the party leaders agreed to that, the Premier said. “If you want to give it to Sarath Silva or Mohan Peiris I have nothing against it if the party leaders agree. I did my best as the minister responsible. Now it\u2019s up to the House to decide any alternative.”<\/p>\n

The PM said investigations into allegations had been completed within one year of the new government assuming office. “We needed to complete the investigation in an expedited manner. We could do so.<\/p>\n

How many times we\u2019ve been demanding investigations into Hedging and Greek Bonds issues. Nothing has been done. We appointed the Pitipana Committee to investigate the Treasury Bond issue. When the report came DEW Gunasekera said it was a UNP committee and that report was not acceptable. Then the COPE, headed by JVP MP Sunil Handunnetti, investigated it and issued a report. Everybody accepts that report. I am thankful to MP Handunnetti. The committee report came up with recommendations. I acted in accordance with recommendations. Then the House had been told to hand over these recommendations to a legal body. The Attorney General could instruct the government except with regard to matters pertaining to Privilege issues. I consulted a legal expert who pointed out to me that I should consult the Speaker and Attorney General. I did so. The Attorney General told me that he had met the Speaker.<\/p>\n

The Attorney General instructed the government to obtain expert knowledge on public auction and private placement methods. I wrote to the IMF and the World Bank. There is no point in asking others for instructions. My duty is to hand over the issue to this House. The COPE is a committee of this House. You cannot file a case without amending laws if the Attorney General permits it. You could file a case. But that would yield no results. If you do not like that procedure, you could obtain the services of a legal expert of your choice provided the party leaders agree to do so. You could get Sarath Silva or Mohan Peiris.<\/p>\n

“There are 37 COPE reports. We could take actions with regard to them, too. There should be no further delay. Otherwise, I would be accused of delaying them,” the PM said.<\/p>\n

MP Nanayakkara said the bond scam investigations would not be conducted in a proper manner as long as Wickremesinghe remained the PM.<\/p>\n

Nanayakkara said that the Attorney General, to whom the COPE report on the treasury bond investigation had been forwarded, acted on the instructions of the Prime Minister. “The situation is same when it comes to the FCID and bribery commission. If there is to be a credible investigation the Prime Minister should resign.” <\/p>\n

The Prime Minister, supporting a point of order raised MP Chamal Rajapaksa over mentioning of names of MPs without proper evidence, said it also applied to MP Nanayakkara\u2019s comments. “MP Nanayakkara went on to accuse me without any substantial evidence,” the PM said. “I have nothing to do when an old bat happens to get a \u2018Viagra\u2019 (“Naki Vavulata Viagra hamba una kiyala mama monava karannada?”).<\/p>\n
