We agreed to present this report by the Budget debate.

Let us endorse these recommendations. We proposed that amendments be included if there was such a need.

We have a trust in COPE chairman. He and his committee have come up with recommendations. We can discuss them. We all agree with recommendations. We will discuss what is to be done with regard to recommendations. It is the responsibility of Parliament to endorse the recommendations outlined in the report of the COPE. We could discuss what action should be taken to implement them. The Yahapalana government under President Maithripala Sirisena could accomplish this task.

(Joint Opposition MPs shout at the Prime Minister)

Prime Minister: At the time of I was going to school, I read a book by Gunadasa Amarasekera. Title of that book was ‘Yali Upannemi’ (I was reborn). That title came to my mind when I see those who shout today. They are shouting as if they were born again. Now only they realize the value of Yahapalanaya (good governance). I think this is a victory our government achieved. We always fought in the House for financial control of Parliament. We fought for it for ten years. You were in the power then. You refused to listen to us. We should strengthen Parliament system. The House could either accept or reject this report. Let us print this report first. Thereafter, we could debate it. I have already sent a handbook to the Attorney General with regard to certain irregularities in the Central Bank. We can obtain his instructions. (Shouts from the Opposition). Has anybody done anything like this before? Isn’t that the truth? What is the use of shouting? Your shouting indicates nothing but your bankruptcy. We should thank COPE Chairman and his committee members. This report is about an institution coming under me. Had the Greek bonds issue been investigated in this manner, this issue would not have arisen. Who investigated Greek bond issue?

Leader of the House Highways and Higher Education Minister: I propose that this report be printed.

Deputy Speaker Thilanga Sumathipala: I order that this report be uploaded to the Parliament Web and each and every member be provided with a printed copy of this report by the next sitting day.

MP Weerakumara Dissanayake: Media has reported former Central Bank Governor has left the country. We would like to know from the Prime Minister whether it’s true.

Prime Minister: When we met Arjuna Mahendran last week Mahendran told me that he would go abroad to attend a wedding and come back. He has not fled the country like Udayanga Weerathunga.

MEP leader Dinesh Gunawardena: We demand a full-day debate on this report. This is the biggest ever financial fraud in this country. We demand a debate before the Budget debate.

Leader of the House: We would give a date at the Party leaders’ meeting for the debate. We are not afraid of a debate. The previous government relegated 30 COPE reports to the dustbin. Thereafter they removed Wijayadasa Rajapakshe from the COPE chairman post. Did you have any debate on COPE reports then? Have you forgotten those days?

Courtesy:The Island

by Saman Indrajith Implementation of recommendations of the COPE report on the Treasury bond scam should be on the advice of the Attorney General, Prime Minister Ranil Wickremesinghe told Parliament yesterday.
