A TNA MP has taken delivery of a tax free luxury vehicle, a used Land Rover Diesel STA\/Wagon Sports ABIO Dynam SDV6, this week by underestimating the real value of the vehicle and paying only Rs. 1,750 as Customs Declaration fee. It is the second luxury vehicle cleared so far by parliamentarians.<\/p>\n

According to a top Customs union source, though the vehicle had been declared as second hand, it was virtually brand new.<\/p>\n

The MP has violated the Customs Ordinance by underestimating its value and exceeded the permit limit of USD 60,500 parliamentarians are entitled to.<\/p>\n

“Under the Customs Ordinance, underestimating a vehicle value is a fraud”, a senior member of the Sri Lanka Customs Unions told The Island last night.<\/p>\n

“Following the change of government a Customs Valuation Committee was set up, comprising Customs senior directors including customs Director General (DG) on a departmental order, but it is not legal. It has been neither approved by Parliament nor set up in accordance with the Customs Ordinance,” the unionist alleged.<\/p>\n

The vehicle, bearing the chassis number SALWA2KE 559909, was imported to the country from Atlantis Global Ltd., Flat 71, 41 Millharbour London, E14 9NB, United Kingdom and cleared by Concord Freight Services, Dehiwala.<\/p>\n

The TNA MP was among 225 parliamentarians entitled to import luxury vehicles after paying a pittance by way of taxes or charges while the public continued to be burdened with increased new taxes such as VAT and NBT, the unionist said.<\/p>\n

The vessel Maersk Enfield, which transported the vehicle, reached Sri Lanka on April 16.<\/p>\n

The unionist said: “The vehicle is Rs 16,784,778 (GBP 78,600) in the UK, but the valuation committee has priced it at GBP 41,330 or Rs. 8,825,889. It is a massive fraud”.<\/p>\n

“This concession has been granted under Customs Procedure Code, 4000\/ VEE,” he said.<\/p>\n

The loss incurred by the state coffers due to the devaluation of the vehicle is as follows: Rs 2,652,636 on Customs Import Duty (CID), Rs 663,159 on Port Aviation Levy (PAL), Rs 29,488,467 on Excise Import Duty (XID), Rs. 1,042,928 on Nation Building Tax (NBT) and Rs. 7,821,960 on Value Added Tax (VAT).<\/p>\n

The unionist said: “With taxes the cost of the vehicle is more than 60 million rupees.<\/p>\n
