In an effort to combat an alarming increase in child sex abuse in Sri Lanka, State Minister for Town Planing and Water Supply Dr Sudarshini Fernandopulle yesterday proposed chemical castration for repeated sex offenders.<\/p>\n

She was responding to the recent recommendation by the Madras High Court which recommended castration as punishment to child sex abusers observing that “barbaric crimes should definitely attract barbaric models of punishment.” It has suggested to the government of India to consider castrating them as the present law is “ineffective” in dealing with such crimes.<\/p>\n

Dr. Fernandopulle told The Island that she was for the capital punishment and the castration would also be a good form of deterrent punishment for repeated sex offenders in addition to their prison terms.<\/p>\n

She noted that the chemical castration which would be carried out by injecting paedophiles with female hormones that would reduce their sex drive, was already being implemented in some countries in the world.<\/p>\n

Therefore, if it could be used as a solution to reduce child sex abuse in Sri Lanka, then the country should think of applying it here, Dr. Fernandopulle said.<\/p>\n

When considering capital punishment there was now very rare chance of punishing an innocent person, she said adding that it was due to modern DNA testing of accused in many such offences to arrive at a final decision of guilt.<\/p>\n

The State Minister also said that there were enough of ways to appeal after the high court decision was given. They could appeal to the Court of Appeal and Supreme Court. Therefore, the capital punishment should be reimplemented to punish those sexual offenders. Additionally Sri Lanka could also use castrating, she said.<\/p>\n

Minister Fernandopulle stressed that in order to implement such punishments like castrating or capital punishment, the court proceedings should be expedited.<\/p>\n

Otherwise, there was no point in applying such punishments as in Sri Lanka it took at least 10 or 12 years to give a court decision, Dr. Fernandopulle noted.<\/p>\n

These types of punishments would make people think a thousand times before committing such crimes, she added.<\/p>\n
