{"id":42908,"date":"2015-08-28T01:50:56","date_gmt":"2015-08-28T05:50:56","guid":{"rendered":"http:\/\/dbsjeyaraj.com\/dbsj\/?p=42908"},"modified":"2015-08-28T01:50:56","modified_gmt":"2015-08-28T05:50:56","slug":"mangala-samaraweera-discloses-outline-of-envisaged-war-crimes-investigation-domestic-mechanism-to-nisha-biswal","status":"publish","type":"post","link":"https:\/\/dbsjeyaraj.com\/dbsj\/?p=42908","title":{"rendered":"Mangala Samaraweera Discloses Outline of Envisaged War Crimes Investigation  Domestic Mechanism to Nisha Biswal"},"content":{"rendered":"<p><strong>By<br \/>\nP.K.Balachandran<\/strong><\/p>\n<p>Sri Lanka has told the United States that it is putting together an independent domestic mechanism to investigate charges of war crimes.<\/p>\n<p>Foreign Minister Mangala Samaraweera said this to the visiting US Assistant Secretary of State for South and Central Asia, Nisha Biswal, at the bilateral talks held here on Tuesday.  <\/p>\n<p>Briefing the media after the talks, Samaraweera said that he outlined to Biswal \u201cmeasures being taken to address concerns regarding alleged human rights violations, including through independent domestic mechanisms.\u201d He did not specify the mechanisms.<\/p>\n<p><!--more--><\/p>\n<p>In her statement, Biswal said that the US reaffirms strong support for the \u201ccommitment\u201d of the Lankan government to Good Governance, and described its progress towards combating corruption and promoting reconciliation as \u201ctremendous.\u201d The US is \u201cincredibly proud\u201d of the journey undertaken by Lanka, she added.<\/p>\n<p>While Biswal was effusive, Assistant Secretary of State for Democracy and Human Rights, Tom Malinowski, was forthright in delineating America\u2019s expectations. He said that twice this year, Lankans had voted for the rule of law, for reconciliation; and against the politics of extremism, and ethnic and religious division.<\/p>\n<p>\u201cThey have indicated that the promise of this transition needs to be fulfilled,\u201d he stressed.<\/p>\n<p>\u201cWe recognise that some of the choices ahead are going to be difficult. We recognize that this process is going to take time. Nobody expects miracles. But, we do see an extraordinary opportunity so long as the forward momentum is sustained,\u201d Malinowski said.<\/p>\n<p>\u201cSo long as the government of Sri Lanka keeps making courageous decisions, the US will standby its side and provide the support that is needed to keep this process going forward,\u201d  he assured.<\/p>\n<p>Despite Samaraweera\u2019s claim that a domestic mechanism is being set up, there is yet no sign of it, observers say.
