Discussions are on at two different levels to decide on Cabinet portfolios as well as posts of deputy ministers in the UNP-led ruling coalition in the next parliament.<\/p>\n

Political sources said that at one level the UNP leadership had been having talks with its partners, namely Sri Lanka Muslims Congress (SLMC), All Ceylon Makkal Congress (ACMC) United Good Governance National Front (formerly the JHU), National Union of Congress (NUW) and the rebel SLFP group accommodated on UNP lists at the Aug. 17 parliamentary polls.<\/p>\n

Sources said that the UNP and the SLFP had been engaged in separate talks to pave the way for the latter to accept ministerial portfolios.<\/p>\n

A top UNP delegation led by Prime Minister Ranil Wickremesinghe met President Maithripala Sirisena at his Paget Toad residence on Friday night in this regard.<\/p>\n

Although President Maithripala Sirisena was in Trincomalee over the weekend, he had kept track of developments, sources said.<\/p>\n

The UNP with 106 seats including 13 NL slots will receive the SLFP\u2019s backing to form the next administration in line with an understanding reached in the run-up to the January 8 presidential polls. The UPFA secured 95 seats including 12 NL slots.<\/p>\n

The SLMC (7 seats, including two NL slots), ACMC (five, including one NL slot), JHU (three, including one NL slot), NUW (two seats) and the rebel SLFP (five seats including one NL slot) would receive a ministry each though number of portfolios were expected to be assigned to one person, sources said. Of the five seats secured by the SLMC, one had been won on its own in Batticaloa, sources said, adding that swearing in ceremony of ministers and deputies would take place in two stages.<\/p>\n

Political sources said that in accordance with the 19 Amendment to the Constitution, 30 ministers and 40 Deputies would take their oaths early this week. The portfolios would be shared among those who had contested the Aug. 17 poll on the UNP ticket, sources said, adding that chosen SLFPers were to take their oaths after Parliament meets on Sept. 1.<\/p>\n

The 19 Amendment prohibits appointment of state ministers, though in case of national government, Parliament could decide the number of Cabinet ministers and deputies. The Amendment doesn\u2019t restrict the size of the Cabinet in case political parties agree to form a national government.<\/p>\n

Sources said that at the moment there was no likelihood of UPFA constituents receiving ministerial portfolios. Wimal Weerawansa\u2019s National Freedom Front (NFF) obtained five seats, while other partners, too, secured a few seats. President Maithripala Sirisena denied NL slots to UPFA constituents. Sources close to the President told The Island that Sirisena had been severely annoyed over the way some UPFA constituents had attacked him over the past nine months. <\/p>\n
