Vithyatharan told Ceylon Today that his party had made elaborate arrangements to release the Manifesto after holding a public rally.<\/p>\n<p>&#8220;Manipay Police didn&#8217;t grant us permission to hold the rally citing the venue as a temple premises. It was 28 years ago that LTTE Leader Prabhakaran appeared there for the first time on his return from New Delhi after holding talks with Rajiv Gandhi on implementing the Indo-Lanka Accord.<\/p>\n<p><!--more--><\/p>\n<p>Thousands of people gathered from various parts of the Northern Province to see the LTTE Leader for the first time, along with other bigwigs of the organization. The IPKF top brass, along with a massive gathering of local and foreign media personnel, were also present at the Suthumalai rally. Since the place is historically significant in recent years we also decided to launch our manifesto at the very same venue.
