Speaker Chamal Rajapaksa told Parliament yesterday that he had been informed by the Minister of Justice that the latter would instruct officials of the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) to visit former President Mahinda Rajapaksa at his residence instead of summoning him to obtain a statement on appointing former UNP General Secretary Tissa Attanayake, MP the Minister of Health prior to the last presidential election.<\/p>\n

The speaker said so while making a special announcement in view of a continuing protest by UPFA parliamentarians in the Well of Parliament yesterday demanding that the government immediately put an end to what they called a political witch hunt against Opposition politicians including former President Rajapaksa and ex-defence Secretary Gotabhaya Rajapaksa.<\/p>\n

The announcement made by the Speaker: “MP Dinesh Gunawardena raising a privilege issue on Monday brought to the notice of the House that the CIABOC was acting in an arbitrary manner by summoning the MPs, their spouses and children before the CIABOC and thereby breaching the privileges of the MPs. <\/p>\n

He also mentioned that there were newspaper articles reporting that former President Mahinda Rajapkasa too had been summoned to the CIABOC. MP Gunawardena stated to the House that it was a serious situation and that would hinder the MPs from attending to their activities and amounted to breach of their privileges.<\/p>\n

“MPs of both sides of the Well expressed various opinions on the matter. As the House was adjourned a group of MPs sat on the Well commencing a protest.<\/p>\n

“It is my belief that dignity and decorum of the House and MPs should be recognized at every affair related to them. Further, I have issued an announcement on March 03, 2015 that the tradition of prior informing the Speaker when arresting an MP should be further continued. In order to find out a mechanism to carry out such tasks in a manner which would not deprive the MPs of their privileges, and maintain their dignity, I had summoned the Chairman of the CIABOC.<\/p>\n

“I emphasized to the Chairman of the CIABOC that his officials should be bound by the Section 17 of the CIABOC Act to maintain secrecy of their investigations and not to effect any undue interference on MPs respect, work and personal life in doing so.<\/p>\n

“It is my opinion that the CIABOC Chairman too should follow the tradition of prior informing the Speaker when arresting an MP and he should inform me before conducting any investigation against an MP.<\/p>\n

“Further, I hope that the CIABOC should not hinder the activities of the MPs and the procedures of the House when they needed to record any statement from an MP. I also hope that CIABOC would adhere to the provisions, especially to the Section 17 of the CIABOC Act, and maintain secrecy of its investigations. I hope that media institutions too would act responsibly when they publish news reports on investigations against MPs.”
