The role and conduct of the Eelam Peoples Democratic Party (EPDP) described once as “half democrats” by its leader Douglas Devananda came in for intense scrutiny by the Lessons Learnt and Reconciliation Commission.

The LLRC report strongly recommended action by the Government against the EPDP and other groups of a similiar nature operating in Sri Lanka

No action however has been taken by the Govt so far against the EPDP or any other organization of its ilk so far.

EPDP supremo and cabinet minister Devananda trumpeted defiantly to the media that he would be suing the LLRC in court.

Meanwhile the groundswell of resentment among Tamils about this sad state of affairs continues to rise.

One example of this mindset is manifested in the following point of view written by “Chanakyan”

Chanakyan called Chanakya in Sanskrit is also known as Kautilya and/or Vishnugupta .Chanakya (350 – 275 BC)a Brahmin scholar who studied and taught at Thakshaseela was the guardian and adviser of Chandragupta Maurya who established the Mauryan empire.

“Arthashastra”the ancient Indian treatise on statecraft and military strategy was written by “Kautilya” who is identified as Chanakya.

The writer who adopts the nom de plume Chanakyan is a former senior official in the Sri Lankan administrative service.He is now retired.

Erase the Illegal Armed Groups

In the expression of its intentions as in the profession of its earnestness, the credibility of the Sri Lankan Government is now at its lowest. The world knows it well and the Tamils know it best. The President is unaware of it and the government is oblivious to it. A sensitized, vocal and articulate international community has an obligation of great moral dimension.

The UN Human Rights Council meeting scheduled for March 2012 in Geneva, will be a very potent forum to take on Sri Lanka in its vice like grip and mandating a course without leaving a choice.

Accountability and implementation responsibility for LLRC recommendations, Sri Lanka cannot be allowed to shirk.

Primary in the hierarchy of compulsions is to dismember the illegal armed groups (IAG).The groups vexing the Tamils for far too long have been fostered by the government for an inordinate length of time.

It is said that the longest journey starts with a single step. Implementation of the Lessons Learnt and Reconciliation Commission (LLRC) Report can commence with such a step. Optimum leverage can come from this easy move. This would be a prudent strategy if there be honest motivation.

Eliminate these venal formations. This is what the Tamils cry in chorus. Lessons learnt point to this compulsion. Path to reconciliation lies through it. If you are earnest, prepare to demonstrate it now. To the ears of the government, this is the call of the Tamils.

The response of the President and the government has hitherto been insolent nonchalance. Tamils can’t drive sense. The international community can. The Geneva Conference of March 2012 provides a timely occasion.

The Ceasefire Agreement delivered a strident call in February 2002. “Tamil para military groups shall be disarmed by the Government of Sri Lanka by D+30 days the latest”. The parties to the Agreement decided so being fully aware of the violent nature of the over mighty subjects and their debilitating effect on the peace process. Ten years (10) are now past. What has been done? Nothing.

Inaction nourished the growth of a veritable monster, forcing the LLRC to state in the Interim Recommendation of November 2010 as follows. “It was brought to the attention of the Commission that despite the end of the conflict, significant issues of law and order still remain.

The Commission recommends that specific measures be introduced to ensure the maintenance of law and order in these areas, particularly the disarming of any illegal armed groups. The Commission regards this as a matter of the highest priority.” It is now 15 months since the Interim Report was handed over. What has been done? Nothing.

Calculated and persistent inaction evoked an angry reaction from the LLRC. In its final report it says the “Commission is of the view that had timely action been taken with regard to the Commission’s Interim Recommendations, serious incidents… may have been averted.”

It continues to say “the Commission reiterates the importance of giving full effect to all of it’s Interim Recommendations concerning illegal armed groups. The Commission regrets that full effect has not yet been given to it’s Interim Recommendations” It is now obligatory for the Government to overcome all acts of past default, initiate investigations, complete the legal process and punish the offenders.

Three months are now past. What has been done? Nothing.

Is any action contemplated? No. To drive sense, a stern UN resolution with prescribed time lines together with sanctions more stringent than for Iran would alone work. The Commission has taken note of the several complaints against the EPDP and urges a full investigation regarding these allegations.

The leader of the EPDP when questioned, delivered a body blow on the Commission with the words “after the rains there is wetness”. The point made is that even after war ends, bloodletting is inevitable. A contrived explanation for willful murder.

What temerity! An armor of impunity that years of immunity has given. Witnesses have affirmed that the land is drenched in blood and all fingers point to one person and exclaim “not all the perfumes of Arabia…”

The mood of the Tamils is discerningly captured when the LLRC states, restates and reiterates strongly and sternly that the Government should take immediate action to disarm persons with unauthorized weapons and also prosecute them.

The Commission records that it was stated before it, that armed groups caused intolerable suffering to the Tamil people and still continue their underground activities of kidnapping, ransom, murder and robbery unabatedly.

They were also conniving with the Government in order to continue the emergency regulations which suited their underground activities. Tamils witness to the atrocious conduct, direct their wrath at the most pernicious of the groups – the EPDP, though none of the other groups – TELO, PLOTE, EPRLF, ENDLF, TMVP – are absolved.

What is disconcerting is that the Government has buttressed this particular group with the support of the military and vested it with the aura of a partner in governance. An arsonist remains sheltered under government’s roof. Who is this person?

A criminal with a record of murder and abduction who had an arrest warrant from the Government of India. A criminal identified so by the LLRC to face the due process of law. The continued presence of this offender in the cabinet is a constant reminder that the Government is complicit. Where is probity in governance? It is non est.

Crime is heinous. Condoning it is sinful. On this unconscionable platform the Sri Lankan regime is arraigned. Eliminate the groups, Tamils say. We have come to stay, the groups declare. So we nurtured, so we will foster, the government insists.

Herefrom emerges the clarion call to the UN for international intervention. Herein lies the significance of the Geneva meeting. The quest of the Tamils is for justice.

  1. Well said Chanakya! Doglas has to go if any of the government claims for reconciliation is to be believed. It is by using these anti-Tamil stooges that the goverment is intent on destroying the Sri Lankan Tamil community in Sri Lanka.

  4. If we wait for GoSL to implement the LLRC recommendations, we need to wait till a regime change. The only other option is by force and this can be done with the help of the international community – UN, with the backing of US. Forth coming UN Human Rights Council meeting scheduled for March 2012 in Geneva is a good forum for us push this issue. Mr. Jeyaraj, could you organize a People’s Petition and submit to the Human Rights Council? We have to cook the Roti when the pan is hot.

    Further the term “para military” is a product of American embassy cables. EPDP is a registered political party and he is an elected person by the votes. TNA is still not a registered political party.

    Douglas has survived the guns of LTTE.

Hello Chanakya,you can call Douglas a traitor,stooge,para military or whatever you like.He has been representing the people for the last two decades.Not only that,he got the highest preferential votes in the last general election.Chanakya,you call yourself Chanakyan,but there is no chanakyam in your writings.Jaffna university students staged protest marches against DD and even burned his effigy while they were in the university.But, after they completed their studies they have to go to him to find jobs.They dont go to TNA MPs,its waste.MURUKKU PARUTHTHALUM THOONUKKU UTHAVATHU.Those who displaced,have to go to him because he is the only one who can resettle them.They dont go to TNA MPs.If the schools need additional buildings,the principals go to DD,because he is the only one who can help them on that.In nut shell he is the SARVA ROGA NIVARANI.

    US government and their agents worked against LTTE. So what is new about US government and their agents?

    Your sentiments clearly reveal where you are writing this from. As your name indicates you are female. It could be otherwise though. As a man who parades young Tamil girls for entertainment to army personnel I can understand either way why you admire this man. Birds of same feather? Or even worse! The very fact that displaced Tamils have been made to fall on his feet to get some relief speaks volumes.He has a passable human form. Nothing more than that. Even animals defend their groups in a more respectable manner.

    Why do the stupid Tamils and stupid Sinhalese fall for it?

    Both believe that they can out smart each other and India at the same time. India as a growing imperial power does not hesitate to use all means at its disposal. There is no such thing as ethical foreign policy, former prime minister Gujral tried and miserably failed.

    It is always about our (perceived)interest in your country as if people of your country don’t matter.

    Therefore stupid Tamils and Sinhalese should realise that outsmarting each other had cost them dearly and outsmarting the Imperial India cost them very dearly.

The parochial Sinhala/Buddhists are only concerned about how to deny future democratic rights of all people, forgetting the past how they help to destroy very fabric of the society.

    They have a inbuilt self destructive mechanism which always automatically trigger when the minorities wanted to restore their democratic rights. They don’t think (because they are stupid like their Tamil brethren)that they are denying the same democratic rights to rest of the non Tamil speaking people.

    As long as the the minorities don’t enjoy their democratic rights the Sinhala/Buddhist are happy to forgo their own freedom and their democratic rights and willing to suffer under elected dictatorship. Trading suffering for suffering.

    Dayan has become the self appointed chief cheer leader outside the island while preaching his brand of middle path to Tamil speaking people, but practicing sectarianism in his own way.

    This is, I guess, a strategy by the GOSL to allow Devananda and company to become a terror outfit since 2009. So that, people like Chanykan start lamenting and voice against the ‘current terror outfit’. In other words, Mahinda regime whitewash them and change the crisis into a simple formula, that is, make the moderate folks to ‘erase the current terror’. Further, Mahinda will further simply by nurturing the Tamil paramilitary group, as Sri Lankan crisis = Tamil Paramilitary. I guess that is, the so called sanakyam of Mahinda regime.

    While appreciating the author Sanakyan, I encourage him to broaden his view.

  17. Prof Rajiva Wijesingha has made it clear that government will not abandon Douglas. He said:’ How can we abandon Douglas, when he has supported the government and sacrificed so much to fight the LTTE’.

    The President, just few weeks ago at Jaffna Central College said that the school must produce Ministers like Douglas Devananda. This was soon after the recommendation of the LLRC against Douglas Devananda’s paramilitary EPDP. How can the President promote Douglas when his own LLRC commission has slated him wanted action to be taken against him.

    According to information, Jaffna Army commander Maj Gen Hathurusinghe has given his personal warning to Douglas (privately) that if he sees anyone of Douglas’s men with gun, he will not hesitate to shoot them at sight. We are waiting to see this being implemented.

    The army is already moving out of private properties in Jaffna following pressure from TNA and in response to the LLRC report. When the facts came out about their move out, Douglas became exited and claimed (as though he is instrumental in the army withdrawal) that they will leave all the private properties within a time scale.

    Douglas said some years ago that he will give up politics when LTTE is defeated. Why is he still lingering on?

    Overseas LTTE wants to do what the real LTTE couldn’t do to Douglas.

    That is why they are determined to enlist their IC.

The present constitution of the Lankan state is a good example where a dominant nation is able to exercise colonial dominance over the territories a subject nation in which the rights of it’s inhabitants,their economic status and social privileges are decided and regulated in a way so as to deny the latter the right of participation in the election of higher administrative bodies or even control or administer the territories it populates.

    Devananda is the Viceroy of the dominant nation and has been assigned the task of exercising control over the subject nation whose language,religion and culture is different to that of the former.So his threat to sue the LLRC is understandable because if it’s proposals were to serve as a starter his Viceroyship will become untenable and his guns would get seized up and his henchmen wouldn’t have the muscle to flex.

    The government said long ago that it will withdraw forces gradually but not completely. DD is right because he is part of the government.

    President Mahinda never giveup his allies DD and Karuna who contributed immensly to destroy the LTTE criminals.

    LLRC is a government report and the government know what to do with it. Americans and diaspora tigers dont need to bark at the report.

    Douglas and EPDP must carry more weapons in the future because the threat on their lives is not vanished.

    LTTE supporters cry because their “Thesiya Thalaivar” and his notorious blood suckers vanished forever! Their agony is how can this man be alive while their “big” morons vanished into thin air.

    Reconciliation is not head hunting. If the LTTE supporters really need a reconciliation, first try to reconcile with DD and other Tamils. They can try the same with the Sinhalese. If TNA or other LTTE proxies cannot reconcile with TAMILS, how can we expect they reconcile with Sinhalese?

    TNA, other LTTE proxies, and propagandists refused the LLRC. Then why are the LTTE diaspora pick bits and pieces of the report for their comfort? Even many cried that LLRC is a “whitewash” and “eyewash” or many other “wash”.

    DD is a pimp and so is Karuna. This is revealed in the wiki leaks. DD was protected, may be for his professional skills as a pimp and may be not by his skills with his guns.

    DD is also supported to live because he gives the RR facility to the sri lankan army.

    You said that Tamils have to come to terms with DD and the likes of DD. If by only coming to peace with a pimps like DD and Karuna would save the lives of the Tamils then better they die.

    Let us await the court judgment on the case of DD.

    These are very significant statements made by the LLRC.If the government is not implementing even the interim recommendations of the LLRC after 15 months,we know what it will do with the final recommendations.So there is no other option than to ask for international help in implementing the LLRC recommendations.

    A very important statement by the LLRC is when they say that if the government had taken timely action based upon their interim recommendations,then many incidents could have been averted.
    Therefore the government will now have to take the full responsibility for those incidents and not pass it on to the paramilitaries.In other words the president will have to face the charges himself for those incidents and expalin why he did not take action to prevent those incidents,even after his own government commission asked him to do so.

    mahinda seems to be following prabha’s footsteps telling everyone to piss off as he is the king and can do whatever he likes.Let us see whether he will end up like prabha or whether the medamulana machiavelli will wriggle out of it.
