All people genuinely concerned about the future of Sri Lanka in general and the position of the ethnic minorities in particular cannot but be troubled by the prevailing situation in the blessed Island

Hawks within the Sinhala polity are growing stronger gradually with some extremists ensconced in the seats of political and administrative power. Despite the presence of many Tamil and Muslim ministers in the cabinet of President Mahinda Rajapaksa the estrangement and alienation of the minority communities is a harsh reality

A sad feature of mainstream politics is the absence of a strong Sinhala leader who can speak out eloquently and emphatically against this flow of events. For fear of being branded traitors several political leaders who express concern at the situation privately do not speak out publicly

Against this backdrop the public utterances of former President Chandrika Bandaranaike Kumaratunga at the Sri Lanka Foundation Institute in Colombo on July 24th 2011 came as welcome relief.

Kumaratunga to her credit has never been one to mince her words when she wanted to convey her opinion.This was vividly manifest whenever she spoke about the ethnic problem or the Tamil national question.

In that context her address at the SLFI was like an oasis of hope in a bleak,dreary desert of majoritarian hegemonism

The occasion was the Justice K.Balakidnar memorial oration. Kumaratunga who spoke on “Economic Development,Inclusive societies and peace” delivered some home truths in addition to interpreting and analysing recent events from her perspective

Personaqlly I was very happy to read the text of her speech. After a long time a Sinhala leader of national and international stature had spoken forcefully and openly on what was going wrong in Sri Lanka

I do not know what impact her words would make but I do hope that it would embolden like-minded others now keeping silent to speak out

ECONOMIC DEVELOPMENT,INCLUSIVE SOCIETIES AND PEACE

We are all aware of what is meant by development and peace, and somewhat familiar with the term inclusive societies.

While development implies many aspects, it involves mainly the action of building physical or economic and social infrastructure, as well as developing human resources – highways; transport; electricity; and water supply, communications, housing, providing incentives for the development of agriculture, industries and commerce as well as health service, education and skills development and indeed employment.

This is not all. Development also means good governance – that is the efficient management of government. This would include-

– a rational, effective vision of development, translated into a workable action plane,

– implemented with transparency and integrity.

The vision for development must be founded on scientifically assessed national needs and not on the whims of a few individuals nor their corrupt intentions of self-aggrandizement.

For this one needs to operate within a political framework of democracy and individual freedoms and the free and full participation of all citizens in the development process. In the absence of this, government would soon deteriorate into dictatorship or anarchy and development into a farce, enacted to further the ends of a powerful few.

Permit me now to talk to you briefly of inclusive societies. It is one in which development and its benefits are equitably distributed to all. It is a society where the political and societal structures are designed to allow the equitable distribution of and equal access to the benefits of development and prosperity for all, irrespective of the ethnic, religious, caste, political group to which they belong.

The Constitution of the State, its political structures such as Parliament and other bodies representative of the people, and its governmental structures will all have to be constructed in a manner as to accommodate the free and active participation of, as well as the guarantee of equal rights in all spheres, to all citizens.

In an inclusive society, all citizens are aware that they have equal opportunities and will contribute fully to the national developmental process. Thus social and political stresses in such a society will be minimal.

In a nation where all citizens and communities feel satisfied that they are equal partners, sharing equally political rights, economic, social and cultural benefits, there will prevail political stability and economic prosperity. Leaders and every citizen must recognize the value of diversity, rejoice in its richness and limitless potential and strive to build unity within diversity. I would call this a cohesive and shared society.

This is the eternal recipe for lasting peace in any country. A socially cohesive society would respect the dignity and human rights of everyone, whilst providing equal opportunity for all.

Former French President Francois Mitterand once said:- Peace is a battle. It is not won easily.

Peace demands humility and sacrifice from everyone. It requires strong, committed and visionary political leadership. The victor of many wars, may not have the vision nor the ability to win peace.

The theory of social cohesion and shared, inclusive societies is being taken up actively in major international fora, such as the Club of Madrid and some UN organizations. The relationship between inequality among citizens of a country and potential political violence and conflict is studied widely and in depth by a number of academics in the West and in Asia.

The overarching conclusion of most of this work demonstrates that inequalities lead invariably to conflict and the absence of peace and political stability and economic regression.

For the sake of clarity, I will group inequalities into four major areas.

(1) Economic and Social Inequality, especially horizontal inequality. Economic inequality is usually measured by average assets of a household, which would include income from all types of employment and wealth, especially housing and land. Social inequality center mainly on levels of education and access to good health care.

– Studies of many countries reveal that there is a significant rise in the probability of conflict in countries with considerable economic and social inequality, increasing by three times when they exist between different ethnic groups.

– Another study of Indonesia, confirms a definite relationship between the occurrence of violent ethnic conflict and comparative economic and social deprivation of marginalized communities. Low levels of economic development are also seen to give rise to religious polarization.

– The relative socio-economic inequality suffered by Muslims has been found to bear a direct connection to the Moro rebellion in the Philippines – similarly, there is strong evidence to support that the Maoist uprisings in Nepal are closely linked to the deprivation of specific communities, on a regional and caste basis, measured by poverty and literacy rates.

(2) Cultural inequalities have also engendered political instability, even conflicts of extreme violence.

Ethnicity, language, religion define the identity of citizens within a State. The ethno-linguistic and religious identity of the majority communities is often different to that of smaller groups living within the same State.

Conflict has arisen in innumerable countries, when the State apportions a larger share of the privileges to the majority, marginalizing and excluding the minority groups – seen as “the others”.

– In Peru and Guatamala, positive cultural discrimination was exercised by constitutionally prohibiting the use of indigenous languages – in Malaysia this was achieved indirectly against non-Muslims through the operation of Bhumiputra laws – and in Ivory Coast against non-Christians.

– The protestant orange order movement in Northern Ireland – the destruction of religious buildings in India, Palestine and recently in Malaysia led to conflictual polarization of victimized communities and to violent conflict.

In Sri Lanka, language policy had a similar effect in polarizing a hitherto peaceful Tamil community around the demand for equal status.

(3) Political inequality is another major cause of conflict. There exists much evidence to demonstrate that inclusive government reduces probability of political instability and violent conflict, when power is shared and there exists less political inequality.

We are aware of many instances where peace prevails, even in the presence of serious economic and social inequalities when power sharing arrangements function well. Formal systems of power-sharing, federal states, territorial autonomy and electoral systems giving a fair and equitable representation to all communities have proved effective in reducing potential conflict.

Political inclusion has prevented conflict among marginalized groups, even in the continued absence of policies to alleviate poverty and social deprivation. The examples of Ghana, Kenya, Nigeria and Bolivia are clear evidence of this.

Closer home, Malaysia is yet another instance where political inclusion of disadvantaged minorities, without policies to improve socio-economic status, has sufficed to prevent conflict. It is interesting to note that when Kenya changed policy to become politically exclusive, violent conflict ensued, until a power sharing regime was introduced once again. India has managed to contain serious conflict for six decades after independence, by establishing a Federal State, whereby political power is effectively shared between its myriad communities, belonging to various ethnic, linguistic, religious groups.

The erection of an inclusive society through the operation of non-religious, secular Constitution has significantly contributed to the cohesion and stability of the Indian State.

The recent increase in the occurrence of uprisings there seems to be an area or group specific, arising among disadvantaged communities and during periods when the political authorities have slackened in the strict and effective implementation of power sharing, secularism and equitable development.

(4) The nature of the State has also been found to impinge upon conflict.

Democratic States with an inclusivist government have successfully prevented or smoothed over potential conflict – in Ghana and Sabah in Malaysia, an accommodating and inclusive policy adopted by the governments have prevented the escalation of conflict.
– On the contrary, the vicious and repressive handling of the small, nascent rebellion in Aceh, Indonesia led to its escalation into a full blown civil war, resulting in the formation of a separate State.

Let us now consider the situation in our own little country – “the resplendissant isle”.

As for Sri Lanka, very little serious research has been done in this field. I will venture to state that, based on empirical evidence and knowledge, the constant and comparative economic, social and cultural deprivation of the Northern and Eastern regions is clearly related to the violent conflict we have witnessed here.

Low levels of development of infrastructure, relatively much less opportunity to access quality education and employment and political marginalization with minimal opportunity to participate in decision-making process in the political and administrative superstructure, together with the language barriers erected by the “Sinhala Only” policy, are undoubtedly the root causes that gave rise to the terribly violent conflict in our country.

The consistent rejection by the State of the demand of the Tamil movement, for language parity, led to increased demands for power sharing through Federalism, and finally for a separate State.

Several rounds of physical attacks on the Tamil civilian people in 1958/1977/1978/1980 (torching of Jaffna Library and civilian dwellings) culminating in the horrendous Black July of 1983, pushed even the pro-peace Tamil civilians to believe they could not obtain justice and equal rights from the Sinhala dominated State.

The dismal failure of all Sri Lankan governments to resolve the problem of discrimation of the minorities led to the birth of five armed groups led by the LTTE, fighting for a separate State of Eelam. No credible alternative was offered by any government until my government did so in 1994. On the contrary, governments implemented diverse laws and actions which sharpened the conflict.

The policy of ‘Sinhala Only’ adopted in 1956 entrenched the dominance of the Sinhala Buddhist polity to the massive exclusion of all others. The 1958 communal riots was a direct result of this. This policy positively helped rebuild a Sri Lankan national identity after 450 years of its systematic destruction during colonial rule.

But it erred by ignoring the necessity to incorporate arrangements to include “the others”-

– The Tamils, Muslims, Burghers, Malays, so that they too may live within the Nation, with dignity and equal rights and opportunities.

The 1972 and 1978 Constitutions failed to introduce any arrangements to resolve the minorities issue by enacting inclusive measures to guarantee the rights of the minorities in the political, social and economic fields.

We have compared the policies adopted by India soon after independence with ours, there appears a significant difference in the philosophy and the nature of the State erected by the two respective countries.

The leaders of India realized full well that it was essential to weld together the myriad groups of Indians divided by caste, ethnicity, language and religion into one nation with equal rights and privileges for all. They adopted the concept of a Federal State.

Jawaharlal Nehru stated, “Religion is alright when applied to ethics and morals, but it is not good mixed with politics.” He advocated “a national State with includes people of all religions and shades of opinion and is essentially secular as a State” and a State that “protects all religions, but does not favour one at the expense of others and does not adopt any religion as the State Religion”.

Mahatma Gandhi also stated at this time that “a political association based exclusively on adherence to a particular religion was worse than undemocratic.”

The Republic of India has a ‘Federal Secular Constitution’. A rational scientific analysis shows that the continuing political stability of modern India for over 60 years, despite various political disturbances, owes a great deal to the effective functioning of the Federal and Secular nature of its State. She continues to function as a modern democracy, in the face of many challenges and shortcomings, due to the strength gained from its unity in diversity and inclusive flossing from secularism as well as federalism.

For the first time in the history of independent Sri Lanka, my government offered a comprehensive solution to the minorities’ problem. Even while war had to be waged, we began and completed a large number of essential development projects in the North and East.

Infrastructure damage during years of war was reconstructed – roads, bridges and culverts, irrigation works, telecommunication, electricity, schools and university and hospitals, Jaffna Library saw extensive reconstruction and credit for agriculture, small industries and fisheries.

This no doubt created employment locally for youth, who until then had seen no hope of a better future for themselves. Thus we were able to demonstrate to the Tamil civilians that there could exist Sri Lankan government with honest intentions of including the Tamils and all other citizens equitably in the development process. Empirical evidence showed that numbers of youth joining the LTTE armies were considerably reduced, since we adopted these policies.

However, we understood that economic development alone could not succeed in creating a society where all our people would feel they were fairly and equitably included. For this, it was required to share political power which we the Sinhalese had jealously guarded for ourselves since independence, marginalizing all others not only in practice but also by law, by means of various legal enactments of Constitutions and laws.

Hence, we proposed to enact a new Constitution, containing extensive devolution of power to the minorities, together with various other measures adopted to guarantee their rights. This draft Constitution also contained measures to abolish the Executive Presidency that I have always believed to be most undemocratic and reactionary – if applied in the letter, as three out of five of our Executive Presidents have done.

I still strongly hold that if this Constitution was promulgated and effectively implemented, the problem of the Tamil’s and minorities would certainly have been resolved in a sustainable manner and this country would not have had to suffer international rejection and hence the difficulties we face today in obtaining aid and credit, as well as the ignominy our government faces today.

We could not translate our dream of enacting this Constitution and transforming a divided violent Lanka into a united nation where humanity and peace prevail, because of the consistent and violent rejection of our Peace Proposal by the LTTE as well as the obstinacy of the Parliamentary Opposition in refusing to given the government the few votes required to make up the required 2/3rd majority in Parliament.

Three rounds of discussions with the LTTE and innumerable rounds of formal and informal discussions with the main opposition party did not give a positive result, although my government had obtained full agreement of all five Tamil parties represented in Parliament and the one Muslim party, as well as all other Southern parties in Parliament who any way were part of the government coalition.

I must also add at this point that the Tamil movement in general saw a recrudescence with its demands for equal rights hardening into the demand for a separate State and the adoption of terrorist politics.

We are aware, you and I that the majority of Tamil civilians in Sri Lanka and abroad would have been satisfied with the extensive power sharing arrangements and guarantee of rights contained in the package of solutions proposed by my government.

By the time my government proposed solutions, the LTTE had become strong and perhaps felt no need to compromise on their extremist demand for Eelam having successfully killed or frightened into silence and/or obeisance all Tamil persons who disagreed with them and having built up their treasury and war arsenal massively. The LTTE felt strong enough to reject all propose solutions other than that of a separate State.

Another reason that impede adoption of solutions proposed by my government was the incapacity of the Tamil Civil Diaspora to comprehend the importance of supporting of our proposal, together with the lack of courage displayed by the Tamil democratic politicians when faced with the challenge of LTTE terror.

I am told sometime, that I should have used the excessive power of the Executive Presidency to proceed with the promulgation of the new Constitution, setting aside the stipulation of obtaining a 2/3rd majority, even if it was anti constitutional. This would have meant adopting authoritarian rule. If at all, I would have engaged in this only, for that brief period required to enact the Constitution. I have seriously agonized over this possibility during my Presidency and even now, in retrospect. My deep and abiding commitment to democracy and my disgust of authoritarian rule prevented me from doing this.

Would I have been wrong to have gone ahead and become anti-constitutional for a few days to promulgate this new Constitution with the sole purpose of resolving the nation’s most pressing and dangerous problem and indeed for establishing lasting peace and prosperity?

We would then have had a more democratic government through the abolition of the Executive Presidency which is also contained in our Constitutional proposal?

I wonder when I see that today the State has clearly adopted authoritarian rule, not to strengthen democracy and human rights, but to do the opposite.

The victorious government and the Sinhala community must comprehend that the Tamil community is different to the LTTE – which is an extremist outgrowth of the long unresolved Tamil problem. The Tamils as well as the other minority groups, simply desire to live as equal citizens in Lanka. They wish to live with the Sinhala, as our brothers and sisters, in a land where all enjoy equal rights and opportunities, in an inclusive, harmonious society of a united and peaceful Sri Lanka.

This, my friends, would be the best recipe to ensure that Lanka remains undivided; we progress to reach the great heights that we have the ability to attain.

On the other hand, I dare say, that there are reasons to justify the fears of the Sinhala. History records that ancient Lanka was invaded 52 times in 14 centuries by South Indian rulers, and was conquered and ruled by a few times. This may be sufficient to sow fear in the common conscience of the Sinhala people.

In order to knit together a strong national identity, consecutive Lankan rulers adopted Buddhism as the State religion and employed it to mobilize citizens for war against “enemy”. Thus the Sinhala Buddhist identity came to be accepted as the dominant one. But this was to respond to a specific historic situation which had changed radically during colonial rule and at Independence.

After independence, we needed to have given serious consideration to adopting policies of inclusion of the other communities, if we were to engage successfully in our project of Nation – Building – a Nation that is peaceful and hence progressing towards prosperity. We needed to celebrate the richness of our diversity and build unity within that diversity. What, have we done instead?

We have erected a terribly divided nation at war with each other – the Tamils and Sinhala against each other, the Tamils and Muslims similarly and the State against the Tamils and now against everyone who opposes them even democratically, irrespective of their community.

We have begun, in the past few years, to engage in an extremist discourse of Sinhala Buddhist exclusivism. Anti-terrorist emotions are being recruited to increase anti-Tamil, and now anti-foreigner and even anti-everyone else sentiments, by means of a massive State led media campaign. They dig deep into the Sinhala Buddhist psyche, searching out the fears and concerns of a small and weak country to direct them against so-called “enemies”. This Sinhala Buddhist identity is projected as the exclusively legitimate one, with the right to dominance over the State and the body politic and the attendant privileges.

Our leaders need to, must, rise above emotional responses and adopt objective, rational policies even now. It makes me sad to hear some leaders state that there is no requirement to grant political concessions to the minorities and that some development would suffice. This is excellent. But, I say that though building roads, schools, hospital, giving electricity, water and so on will help, this is definitely not enough to resolve the problem in any sustainable manner. Why cannot the North and East be given the Provincial Councils systems, we have given the rest of the country?

We must also negotiate with the minorities and their leaders and bring in further suitable concessions as required today. Sharing what we possess with others will not reduce our strength. Instead, it will enhance it by bringing together divided communities working together bringing in skills, talents and knowledge of the marginalized that were deprived to us since the beginning of the conflict.

The diverse skills and talents of all our peoples, actively participating in the nation building process, will immensely enrich and unify our divided nation. Our country is weak and our State is fragile in every sense of the word. We need to do much to build a strong and prosperous State.

At this point, permit me to describe my personal experience as Head of State. I was personally committed to the concept that Federalism and inclusivity were the solutiolns to Sri Lanka’s minorities’ question. I had also ascertained that the majority of adherents to the exclusivist Sinhala Buddhist concept of the State belonged to a small minority of the elite ruling class-politicians and clergy and others closely linked to them. The masses, in their vast majority were not committed to extremist political views of any type.

Hench we adopted a strategy of hones, public discourse to inform the people that the only viable solution was to choose the path of dialogue, negotiations and peace achieved by means of a federal Constitution and by building a cohesive nation and an inclusive State. We won three major elections within eighteen months, with an increased majority vote at each one.

A gallup poll we conducted at the time my government came to power in 1994 showed that only 23 per cent of the Sinhala people opted for negotiated settlement of the conflict. We undertook extensive programs to take the message of peace and shared societies to the entire country. We held seminars, workshops, street theater and used the media widely.

At the end of two years another survey showed that the number of people opted not only peace, but this time also for devolution of power had increased to 68 per cent.

I must emphasize that my government only employed democratic methods, never force, violence nor murder. The vision and actions of leaders of government have been instrumental in defining the choices made by the Sri Lanka people.

There is a recent phenomenon that scares me. I hear many voices of non-Tamils, pronouncing that they do not care what happens in the country, as long as the war is over and they do not have to fear terrorist bombs and violence.

I too am glad extremely happy that the war has ended and terrorism defeated. But I cannot blind myself to the fact that although we have won the civil war, we have not even begun to win the battle for peace. For winning peace, implies bringing in and including “the others” fully and honestly not only in development, but also as full and equal partners of the processes of government – to power sharing.

An essential prerequisite for peace, a stable and strong government and prosperity is a democratic, pluralistic State. This is the only magic potion I know to bind together diverse peoples of a multi-ethnic, multi-linguistic, multi-religious and cultural country like ours, as one undivided and strong nation.

Yesterday (Saturday -23), I had the privilege of attending an unique event in Colombo. It was the Geoffrey Bawa Awards Ceremony for excellence in Architecture. It was a most beautiful example of the richness of diversity, of what could be achieved in harnessing the talents of all.

The great Bawa was a Sri Lankan of Malay/Burgher lineage, the members of the Bawa Trust which accomplishes excellent ventures are Sinhalese, Tamils and Burghers. The two special awards for lifetime excellence in creatively promoting and nurturing Lankan arts and crafts and architecture went to two ladies – one a very Kandyan Sinhala lady of Christian background and a very Burgher, Lankan lady.

The annual awards for architecture went to a Sinhala and a Tamil. Michael Ondaatje, a very Sri Lankan Burgher delivered the keynote address. Just pause a moment with me, ladies and gentlemen! A massive number of our Burgher and Tamil people have left this country. If we persist in the present policy of winner takes all, we certainly will lose the remaining members of the minority communities.

Could the Sinhala community alone have produced a Bawa, a Barbara Sansoni, an Ananda Coomaraswamy, a Muralithan, a Duncan White, a Michael Ondaatje, a Shyam Selvadurai?

Let us have the humility to admit that we Sri Lankans have failed as a nation. Let us look truth in the face, have the honesty and the courage to accept our mistakes and the generosity to make amendments. Continued denial of proven facts and abuse of our honest critics will not resolve the problem for anyone. Our leaders must take the lead in the noble task of reconciliation and reconstruction.

I shall remember till the end of my days the morning when my 28 year-old son called me, sobbing on the phone to say how ashamed he was to call himself as Sinhalese and a Lankan, after he saw on the UK television a 50 minute documentary called “Killing Fields of Sri Lanka”. My daughter followed suit, saying similar things and expressing shock and horror that our countrymen could indulge in such horrific acts. I was proud of my son and daughter, proud that they cared for the others, proud that they have grown up to be the man and woman their father and mother wanted them to be.

Our little nation can boast of a great and noble civilization, a people with rich and diverse skills and excellence in numerous fields. We have not had the good luck of being led by great leaders long enough to lead the way to that greatness we deserve. Could we not strive to leave the past behind, look to the future and to march towards the Stars?

  1. Sorry DBS, I don’t buy this stuff. This is a list of I did this, my government did that… and so on. If she was that good, where were the results?

    It is also ironic that she talks about “Sinhala only” policy without one mentioning that it was her parents, and the political party that she and her family considered to be their birthright, that are responsible for that mess.

    Words are cheap and easy but deeds are what matters. This is another set of ramblings by another failed leader who now trying to justify and gloss over her failures so that at least the history will judge her better than her actual record.

    tough to translate those feelings but still let me try

    all the tribulations that we have undergone may scale like a mountain and intimidate…but all those will
    be gone like water vapour that evaporates…
    and whosoever had put us under those tribulations and resisted our growth will come to our home and honour
    us

    I hope all you guys get a chance to see through this period and emerge stronger as Nation as portrayed by your former President.

    You have put it succicntly what I had been thinking so far. It is failure of the SL State that has caused this damage and not few individuals. May be one individual had added so blood to flow in your country. He was the one who displayed the bodies of the Armymen to your ordinary citizens that caused the Black July 1983. I know that one or few such individuals do not make a society.

    I think only madam Chandrika is capable of challenging this racism effectively and eradicate majoritarian hegemonist ideology

    What a fact it is that the LTTE is an extremist ootgrowth of the long unresolved Tamil problems. The Singhalese community must understand this to address the legitimate griviences of the Tamil community for lasting peace. The recent polls by which the Tamil community has sent a message loud and clear that they are not interested in the short term freebies rather wants a dignified political solution.

Why is this woman lamenting now when she had all the power and resources to settle the genuine grievances of the minority tamils and other minorities when she was head of state for that many long years. Anyone can talk b… s..t in hindsight. Her father was the worst culprit of them all for bringing in the sighala only policy! This woman has had a blessed life in spite of losing her honourable husband early in life. You had your time. The Bandaranayaka era was there and gone for good. It is the Rajapaksa era now. If you have the guts then challenge them now rather than trying to seek salvation for your atrocities when you were in power.

If the leaders worry about their face will the regime’s diplomats, experts, advisors and supporting political analyst accept it within the country and out side the country. They can go on the international TV Channels or in other media. If they do so , then the onus is on the minority leaders to do like wise in the international media.

    But will the Western powers or Eastern powers will allow the two parties to meet in UN and agree on the course of finding a political solution within certain parameters and within short period of time.

She avoids speaking how it was torn away by RW in the parliament – the photograph of this drama remains etched in my mind and how I hated this shrewd man. Later I supported RW-VP pact too. But the massive support VP received for his terror project changed all that. Now I am committed for a unitary state where all citizens are absolutely equal in all respects and difficulties of using Tamil language attended to. Anything else is courting disaster.I can clearly see how do-gooders are avoiding placing a proposal on the table which is ‘inclusive’ of Tamils in Colombo and the estates when they discuss about a ‘homeland’. There is a litmus test to check how genuine these allegations of ” discrimination” and Sinhala barbarism etc. Just hypothetically propose that all Tamils should move into the proposed homeland and see the reaction.

    Let us not forget that post Prbakaran era was begun by TNA reverting to the Vadukkodi resolution.

This lady had a decade as the ‘Executive President’ with all the powers at her disposal to effect the ‘changes’ and ‘attitudes’ that she talks about. And yet, she failed to deliver then. All this time, I thought she failed this country miserably because she did not know any better. But now, what makes it even more frustrating is that she knew what needed to be done, and she still did not deliver.Lady, you had your opportunity at the ‘head table’ and you blew it.

    She seems to be under some illusion that life in sri lanka was a ‘bed of roses’ under her leadership. Maybe for her, but certainly not for us ordinary citizens. To be honest, compared to today, it was a ‘living hell’ for us. You were the ‘Queen of Mismangement’ from mismanaging the war to mismanaging the economy to mismanaging power supply and finally mismanaging your own cabinet of ministers. Yes, we still remember those lovely power cuts which kept us awake most of the night.

    With all his faults,at least MR has succeeded in bringing the war to an end. We may have our own grievances, our own opinions and perspectives, our own ideologies as far as the national issue is concerned, but at least we are not killing each other anymore.

    She did not have the brains or will to fulfil the promises she made when contesting the post of President in 1994.At the end of her second term of office she tried to extend her term of office by relying on some flimsy legalistic technicalities relating to the taking of oath of office,but was frustrated by the decision of her friend Mr.Sarath Silva ex-Chief Justice who decided she was now of no use to him or the country at large.

    Now she is crying ‘not fair’.It is too late,and nobody believes what she says.

    She mentions fifty two South Indian invasions in fourteen centuries and how the Buddhist religion became a useful tool to counter the problem of such invasion by creating an exclusive Sinhala identity,but that it is now out of date following the experience and effects of European colonialism in modern times and implies that changes for an inclusiveness irrespective of race,language or religion must be made to march to the stars.

    All that is wishful dreaming for the stars are just empty words for an evening entertainment for those who had nothing better to do than attend a so called Memorial Oration for an ex-Judge.There are many -ex-judges in the country will there be Memorial Orations arranged for all of them? Is this a new fad?

This was not meant to address the ethnic problem, which was escalated during her period and initiated during her parents period-Sinhala only by the father and 1972 constitution by her mother- but to personally attack Rajapaksha. However in that process she is admitting the injustice done and being done to the minorities. This statement coming from the ex-president will at least open the eyes of those who downplay the plight of the minorities and point fingers at LTTE.

    All this proves Prabaharan was right. Nothing can be obtained from the Sinhala people/leadership and those who undermined any struggle for such freedom and negotiate with GOSL are traitors. His failure comes from how to handle that situation and not from how he saw the Sinhala nation.

The corruption nowadays whilst still high, is slowly returning to manageble levels of the pre-Chandrika era..

    Considering that this administration inherited the party members and officialdom of the Chandriaka era, progress has been made… It’s not a ‘big bang’ type progress but a more gradual one.. But yes there is still a ‘long long way to Tipperary’

  46. I don’t think that MR will find it is necessary to orchestrate a media campaign. As far as SL politics go, she is a none-entity. No one in SL takes her that seriously. Remember just before 2010 presidential elections, she endorsed Fonseka? For a few days after that foreign media was all over the story, shouting how the former president has endorsed the opposition candidate. Then what happened? I think she even lost a few thousands of votes that otherwise would have gone to SF.

    If she really wanted to do the right thing, she should have acknowledged all the mistakes that she, her parents and her party did over the years and then say that “yes we made mistakes, but now I know the correct path”. Instead, she goes on and on about how her government did that, how she turned the public opinion from 25% to 68% towards political settlement. If Sinhalese agree to a political settlement now, it will not be because she changed the political opinion but because the current government eliminated the LTTE.

    This is a feeble attempt by her to inject herself back in to the political scene again. I don’t think that it will work. Her time has passed by, she had her chances. Too late now. There should be young, leadership with new ideas in both SLFP and UNP and not these relics from past. Then only the country can offer effective opposition to the current rulers, which is sorely lacking now.

What nonsense she is talking; we have seen all her cherished egalitarian qualities during her infamous Wayaba electioneering.

    Other than waste, corruption and evil deeds; what worthwhile accomplishment she could claim as she had initiated and completed during all those wasteful years. Insofar as we are concerned, she couldn’t fulfil anything but had botched up everything. The bread that she promised to give at Rs.3.50 was made to raise more than twenty fold by the end of her rule.

    The electricity board that was running at a profit before her time was ruined to run at a colossal loss for sheer lack of vision. In the name of appeasing minorities she gave into evangelists and tiger backers and cancelled building the much needed Norochcholai coal power station and resorted to expensive diesel generation. And we had experienced long drawn out blackouts and puffed up bills.

    ChandrikaK had no clear conviction or sincere desire to do any good for the country, only corrupt interest to fatten her riches. That is why she had got herself surrounded with likeminded poked tongued advisors with tiger tails from the beginning. They paraded peace thawalam to con us while they rob and faint hearted war being waged with their terrorist buddies. But one by one, they all abandoned her ship as and how they gauge the end of her term would come about.

    What more proof than those that put forward by Moonies like Victor Ivon who helped propelled her to power over that capable and astute lady, her mother. All Ivan like people bemoaned subsequently for their mistake. Leave out the rubbish she is talking about now, if you wanted to learn specifics about her wicked acts and evil deeds she had done in the name of democratic governance that she says she practiced, then read that Ivan’s book called ‘Bandit Queen’ to learn the truth.

    I knew her husband very well, so I would say, she is not even a patch of him.

    Its’ true that her father, Bandaranaike was the Culprit who aggravated the Problem of Tamil Speaking People (I don’t want to use the word MINORITY as that itself a discrimination on the part of Tamils) by introducing SINHALA only legislation to this country because he was under pressure of the Sinhala Buddhist extremist who helped him come in to power in 1956. ( Someone will brand me a traitor for stating this)

    However, it appears that you have not studied or learn the History or chain of events of political situation in the country. When Chanrika Kurantunga was in power she attempted to bring about a Solution to this problem several times
    but for unfortunate of this country she too was allowed to go ahead with her plans by the extremist Sinhala Buddhists within her Government as well in the opposition. Rajapaksa was one of them.

  51. What I like about CBK is, she was the first national leader that admitted injustices happened to Tamils by several southern politicians and the majority Sinhalese. She was the first to implant within majority of Sinhalese that Tamils have legitimate grievances which need to be addressed.

    Her efforts to establish peace in peaceful ways never worked thanks to the power greedy, self over estimated LTTE. Her regime was the point of time that LTTE had reached the climax of its military campaign and the political credibility, but later lost due overly greediness. So, CBK can only boast that she was instrumental in changing majority Sinhalese minds to accept that Tamils had reasons to arm. However that ‘reason to arm’ themselves did not provide ‘reasons to continue arms struggle arbitrarily’. That is where VP proved he is nothing but a bloody terrorist that is only after vengeance, power and own survival.

    Except that we all know CBK was just a piece of crap. She is happy about war victory today, but never uttered a single word of support when it was actually on. This hypercritic woman is now talking like a perfectionist, forgetting all the blunders she made. This one is now history.

    We can’t forget the trips she made to Madras / Jaffna with Vijaya & Ossie and the connections with PLOTE & EPRLF.

    She brought Mr. Vasantha Raja, a known LTTE sympathizer as the head of the Rupavahini Corporation.

    If LTTE didn’t walk out from her negotiations table the ethnic problem might have solved by now.

    Please check the interview with BBC Sandeshaya (Feb – 2008) on the 20 anniversary of the assassination of her husband; she insisted that there is no military solution for the conflict.

It only shows the sinhala hardline position of justification of defeating ‘terrorists’ by any means possible has given credence to this congratulatory remark even from Prez CBK.     If any Sinhala politician wants to swim against the tide of international reputation of Sri Lanka, better take the line from an human rights group.

  95. Yatirawana, you remind of my childhood Sinhalese friends who were my neighbors in Bambalapitiya in the 60s near Visaka Road. My best friend was a kid named Lasantha and I wish I could get in touch with him. He had three older brothers treated me like I was their own ( I was the oldest) and their parents, gave me the full run of their house. I truly wish we could go back to those days, but things have changed. Till the sinhalese start respecting the Tamils and the Tamils start trusting the Sinhalese, we are going to be in this vicious cycle.
    Chandrika’s speech is what is expected from the leadership. if a hand is extended in genuine friendship and respect, we Tamils will gratefully grasp it with both hands. Till then we have to watch those hands with suspicion and fear.

  103. Another very great lady who granted me the privilege of serving her was honourable madam Srimani Athulathmudali

    When I worked on her security detail when Lalith sir was minister and later when she herself was honourable minister I went out of line of duty to serve her to best of my ability.

    Very very graciously she allowed me the privilege of giving her feet a pedicure everyday.

    I used to soak her feet in basin with warm water sprinkled with lime, scrub her soles and skin with pumice stone, then apply soap and then wash and dry feet.

    After that I applied lotion to her feet and then finally put rose water on ankles,foot and toes and soles

    I also used to trim her toe nails and put cutex on her toes. She usually liked pink, maroon or crimson red

    When her feet were tired I used to apply scented oil rub and massage them. She told me that she is invigorated by my foot massages and her tiredness vanishes

    Though she had two or three maids she always gave me the duty of attending to her feet daily.

    I must say I was paid extra for this duty but more than the money the privilege of serving her was a great honour

    It was also delighful pleasure to attend to madam’s feet because they were so fair,lovely,dainty and pretty.They were like lotus flowers

    Though I wrote a comment to the write-up about her speech, I am least concerned about the lights that ChandrikaK may have been visualizing these days for I know she would never be elected even to a village council now or anytime in the future.

    What I am concerned is the outcome of the local government election of the North.

    It should be an eye opener to all Sinhalese. Let Sinhalese have no doubt that majority of Tamils have voted for separation and not for development. Let Sinhalese know that majority Tamils have nothing but separation in their mind no matter where they live.

    As many a patriotic writers wrote elsewhere, tell-tail signs for such an outcome have been there all along. And many a Sinhalese knew it as well. Only, they didn’t want to act on what they knew, let alone respond to it effectively. They must change that attitude forthwith.

    Of cause, apathetic and silly people, the types in the NGOs tried to convince us, particularly the UNP backers that enforcement of ’13A plus’ would have eased such Tamil stance. Its a good thing that voting also shows UNPers didn’t buy that NGO ploys.

    Anyway, we patriots knew that Tamils would have only grabbed any devolution (13A plus or minus) to embolden their separatism further. Here we are, we’ve seen it for real now. So, the simple question now is; how could we respond positively to this trend.

    I say, the government should abolish regional or provincial devolution (13A) and preferential voting system immediately. Instead, we should delegate more power to town and village level units. At the same time, we should introduce a some form of scheme to share real power at the center. And it must be a system in which a Tamil could reach the position of the Prime Minister or at least the joint Prime Minister of this country.

    And, Sinhalese should compel and force themselves into the North and East, and assimilate with Tamils to form a non homogeneous society in the North and East. At the ground level, we should never encourage or allow any community to institutionalize any form of Bantuism anywhere in this country. Otherwise, all the sacrifices we made to win the Waddukkodai wars would be in vain.

    If the Tamils democratically elect the TNA, in your twisted little mind, it automatically it registers as “majority of Tamils have voted for separation and not for development” .

    Elsewhere you proudly wrote that you live in 100% Sinhala Buddhist village. (if you try to weasel out by denying that statement, I can provide proof).

    You should get out a little bit more and see the world. Yes, we know that you claim to be a aeronautical expert who lived in the west. Perhaps going back to your 100% sinhala hidely hole has clouded your judgment again.

  137. “Tamil Problem” comes whenever SLFP come to power. Tamil politicos never ever condemn UNP even after 1983 or the speech made by J.R.J but ask the Tamils to vote for UNP.

    I believe this Tamil problem and few killings of Tamils are the “CHIPS” used by the MASTERS outside of Sri Lanka and they control both UNP and Tamil parties for their own benefits.

    Tamils are not thinking why LTTE killed all the “educated” and “moderate” Tamil people. In any society the “INTELEGNTSIA” is the main source of policy making. Tamils now have nobody inside to think in a direction to solve the problems. They now depend on people who are “outsiders”.

    In this shadow I see why Dr. Neelakandan Thiruchelvam and Lakshman Kathirkamar were killed. Both of them tried to solve the so called “Tamil Problems”. If the “problems” solved peacefully, the MASTERS have nothing to grind their teeth. So, Tamil parties and UNP always want to have this “problem” alive.

    99% of the population belong to MIDDLE or LOWER MIDDLE CLASS in the Island. It is easy to disturb the minds of the people through “Language” or ‘Religion”. In this melee people forget to think about the population growth or economics,corruption or any other main issues which has an impact on their day today life.

    Bhikku Mahanama was a Royal member of Pallava clan of Tamil Nadu. He wrote history as well as some points against the Tamils because Tamils helped Moggalana to over throw King Kasyappa who was the nephew of Mahanama.

    Why should Sinhalese upheld the lines in Mahavansa against Tamil by Mahanama while his mission was defeated by the help of the Tamils and enthronement of King Moggalana.

    Just on the topic, we are always wise in hindsight. Truth hurts but the history should be impartial and whoever admits mistakes of the past and learn from them and move forward is a sign of progressive politics. Uniting a community or a nation is a characteristic of a true leader. There are war time leaders who can unite a country and also peace time leader who can unite a nation. Even she lost her identity in her odyssey, it is about time for someone like CBK to make a statement that the community of other decent nations will listen and take progressive action, otherwise this country will become a pisspot republic.

    This is a well articulated speech and the facts are genuinely come from her experience, even written by a speech writer, he has to consult her to get these facts and it appeals to majority of decent people who understands there is a problem needs addressing collectively. Then identify current real grievances against perceived grievances.
    When the legal system also bias towards minorities which I never knew it was the case then whom they can turn to? It is a human right violation itself. Unless it is going to be similar to US declaration of independence where legal system is free from Royalty, Religion, caste etc it’ll be hard to achieve anything tangible. Majoritarian hegemony will become a nuisance for the majority if Buddhism used to rally unsuspecting villagers as Gautama Buddha’s teaching doesn’t recognise concepts that politicians harp which are illusory.

    I think she is educating the public when talks about pluralistic society and mentioned names like Ananda Coomarasamy, I may add many others like Sirs Arunachalam, Ramanadan who should be commemorated, and if any regime try to rewrite a partisan history for their own political survival all Sri Lankans must be cautious it is much more difficult to achieve thing democratically even during her tenure. You may see India adopted inclusive politics but due to a Democratic system progress is slow. On the other hand it is very easy for Dictatorships to move fast, but in multi ethnic societies you have to avoid ‘bull in a china shop’ scenario, once damaged not worth repairing.
    Even the present constitution allows CBK to contest for the Presidency the issues addressed here are genuine and learnt from mistakes. Some corrupted politicians may feel threatened which you can’t help as you have to tell the truth.

    I confirm I live in a village where 100% of the villages were Sinhala Buddhists. Of late however, five Muslim families were settled there by some NGO. I must take this opportunity to say, no one complained or protested about it.

    I do not see or make out any dignity or splendour of being living in a 100% Sinhala Buddhist village. All I declared was a fact and invited Tamils to come and live there. Quote me and show otherwise if you can.

Given a spectacular victory by the army – squandered by her and her uncle – I remember the accounts of our soldiers walking along the road begging tamil civilians for food after the fall of Killinochchi. She introduced corruption and nepotism into Sri Lankian politics as never before. Just the kind of person to raise a son who weeps in shame for a tamil tiger propaganda video. What a waste of time.

    There is no problem with the Sinhala ‘Masses’. They do not need speeches directed at them. She sought a mandate to solve the problem and was given that by not only the Sinhalese, but the Tamils as well. What did she achieve with her mandate? Her approach to solve the problems also subsequently received high approval ratings among the Sinhala masses. She absolutely failed in achieving what she wanted to, because of her own failures as a person and a politician. She was a divisive person by nature. She also turned out to be opportunist without scruples. Will such speeches from such a person, mean anything to anyone now? I bid my farewell to her in the tamilweek, when she retired.     I am serious! There is more Sinhala Government on Sinhala civilian violence that ever before in the past 63 years. Peaceful demonstrators are getting their heads bashed in, shot and even killed, like the FTZ incident and then the family is not even allowed to have a funeral for the dead young man without being surrounded by the army.   171. You talked about Lee Kuan Yew, one of the smartest leaders of past 100 years,and his views on sinhalese psyche. But apparently you don’t know about his psyche and how he created racial harmony in Singapore.

    Let me explain.

    Majority race in Singapore is Chinese and Malays and Tamils are minorities.There are no active Tamil or Malay political parties in Singapore. If a minority political party formed along racial lines either Tamil or Malay wants to contest an election there zero (absolutely zero) chance of winning a single seat. The reason is very simple. There are no electorates where Tamils or Malays are a majority. He achieved it by introducing a policy that doesn’t allow segregation of minorities in any area. I think it is called Ethnic Integration Policy (nice name!). What that means is, a tamil person will not be able to buy a house in a particular suburb if the Tamil population in that suburb is above a certain percentage. This percentage is close to national ratio of Tamil population. A very smart solution, isn’t it! So the only option for a Tamil to enter the parliament was to join Lee’s peoples Action Party (PAP). The current deputy prime minister is one of those Tamils that was recruited to PAP. Perhaps if previous Sri Lankan governments adopted ‘smart’ Lee’s model on racial harmoney we wouldn’t have come to the situation now we are in.

    So next time when you quote Lee Kuan Yew tell the story of how he created racial harmony. He created an efficient, rich and corruption free country. But anyone who would challenge him would be destroyed. The famous Tamil man who challenged him, J. B. Jayaratnam of Workers Party, was destroyed politically and economically, sent to jail, made him bankrupt and ultimately had to sell booklets at train stations written by him to survive. I have seen him selling books but not many even wants look at him for the fear of government retribution. As I can remember he passed away several years ago as a poor man.

    The Pradeshya Sabhas are expected to remove garbage, catch stray dogs, put up street lights, build rural roads, establish water supply schemes, regulate trade in their areas, grant building permits, provide basic social services and collect property taxes. I am sure control of the Pradeshya Sabhas will permit the TNA-TULF to make them focal points for mobilizing help for the war-affected people in their areas of jurisdiction. I hope the diaspora will come forward to help these Pradeshya sabhas serve the people better. I also hope and pray what happened at the Vavuniya urban council is not repeated in these Pradeshya Sabhas. This is the chance for the TNA-TULF to prove that the can do something tangible for the people.

    Responding to Leela’s comment on July 26, after reading DBSJ’s article on July 10, 2011 “Issues and problems facing people of Northern and Eastern provinces – by M.A. Sumanthiran MP”

    Before going any further, the fundamental things need to be sorted out. North East must be formally recognized by all states as Tamil homeland. This is not asking for separate state but recognize North East as Tamil homeland within unified Sri Lanka.

    How to achieve this,;
    1) TNA and all Tamil political parties must come together and pass a resolution or officially bring it up in Sri Lankan parliament.
    2) All parties in Tamil Nadu must pass a resolution in Tamil Nadu assembly and force Central government to pass and accept it in Central assembly.
    3) All Tamils in Singapore and Malaysia should request their government to bring up a similar resolution in their countries.
    4) Tamils around the world should request the countries and force UN to officially recognize North East as Tamils homeland.

    Once this is done, then TNA can negotiate for whatever the political solution with GOSL that they will agree with. Then Tamils can also invite Sinhalese to come and live with them in North East without any fear as Leela and other kind hearted Sinhalese invites Tamils to live in their 100% Sinhala villages.

    If Leela or other Sinhalese do not accept that North East is Tamil Homeland… The whole Island belongs to Sinhalese and Tamils are immigrant/invaders/occupiers… Sinhalese are the native to the Island and they own every single spot in the Island, Tamils must be happy with what they got and just stay with it or go back to Tamil Nadu……. Then there is nothing much can talk to about other than pushing UN and world communities to step in to recognize North East as Tamils Homeland.

    If Leela or other Sinhalese do not accept that North East is Tamil Homeland but the whole Island belongs to all. Then push GOSL to bring a massive change in Sri Lankan constitution… Some of the basic things are, both Sinhalam and Tamil are official languages of the country.. Both will be used in any official government matters that include police reports. All federal ministers and government servants will be fluent in both languages, if not they cannot be hired for federal government postings. All other religions must be given the same status as Buddhism. All government occasions must avoid any religious leaders or rituals if they do invite them then they must invite all other religious leaders and give them equal respect. All public announcements must be in both languages. If it is hard to make it in both, then make English as the official communication language. These are some of the basic things need to be implemented first before anyone claims the whole island belongs to all communities.

    “Power and Energies Minister Ranawaka commenting on the TNA landslide victory in the north told journalists on Tuesday that it is the responsibility of the winners themselves to rebuild the area. Minister Ranawaka has also said that the TNA with the new found support should not demand police and land powers or federal status. ”

    I completely agree with Mr. Ranawka. Yes it is the responsibility of the elected representative and local government servants to rebuild the area. However GOSL and GOSL armed forces should not hinder or disallow them to do their duties. Of course as Ranawaka said, these elected representatives should not look at GOSL for funding. However the international funds that are given specifically for rehabilitations and north east development MUST be given to them do the work effectively…

    Since people have given the power to the elected representatives, they should step in stronger than ever to build the people and area and show the world Tamils can do it, if they are given the liberty to do it. These elected representatives MUST bring any issues they are facing in SL parliament, news media and to the world communities.

    This is possible if the political will is present.

    no need for English language to be the official language.

    I also think its best that all people born in our country have a feeling that they belong to this country as a whole. Not just to a regional enclave.
    It is much more better if all of us can think as Sri lankans, with respect & tolerance to different cultures , religions & languages.

    Majority of Sri Lankans are ready for this.

    No the anti conversion bill was first tabled in the parliament in 2004 I guess. The anti christian sentiments were hovering around for quite some time before 2009.
    It has nothing to do with ‘Sinhala Buddhist Chavunism with mahavamsa mindset’. The problem is mainly of misunderstanding of another person’s faith.

    The state sponsoring of one/majority religion has facilitated extremism.
    However dhamma by itself is harmless and will give good human values to its followers.

    So a true follower of dhamma will be a peace maker always.

  240. I think I have to agree with david blackler, Rangen from Toronto and Shankar. It is easy to talk about pluralistic state etc etc but she did not deliver the goods. Mahinda delivered. It is easy to throw stones at other people while sitting on the side lines. Today Tamils have the best chance of peace with MR. They have to choose between conflict and tactfulness. If thondaman the uneducated man can do it, why not the educated tamil elite of TNA? Nothing against tamils but we all control our own destinies. What we serve is what we get in return. There is no point in getting worked up with a cardboard Chandrika. To her credit, she tried to solve the LTTE issue by giving them a good deal but the ever greedy Tamils wanted more.     2. Access to quality education.

    The word quality here is important.Our education system does not reflect the demands of the modern 21st century.

    We are a small country that has no natural resources and have to totally rely on our human resources if we are to compete with the rest of the world.

    The brain drain is an additional problem.We educate our people and they provide their services to other countries which benefit from our human resources without spending a cent and we don’t get anything in return.

    We must formulate policies to stop the brain drain and also to bring back the people who are abroad.A ministry for human resources should be set at the expense of another ministry that is not so important e.g-religious and cultural affairs etc.(the govt does not need to get involved with such things. It should come bottom up from the people if they are interested in these.)

    The quality of the education should be improved. At the moment our education is merely a cram course without testing the intelligence or the practical ability of the pupil.We have to make the education more practical orientated.

    The language in which the education is conducted is also going to have a great impact in the future on our human resources.My preference is for english because it is an international business language and we will have a tremendous advantage over other countries.

    As for entrance to universities i believe in merit,and nothing else.The district quota system should be abolished.If we go on this path we will only have a lot of unemployable graduates who have to be somehow be fitted into an already bloated public service.Also we will lose a lot of intelligent people who miss out on our universities doing foreign courses and going abroad.

    3. Access to employment should also be merit based.Language,ethnicity,religion,sex(not how often,but gender),age,political affiliations and beliefs should not deny access to employment.

    4.Participation in the decision making process in the political superstructure.For this we have to devolve powers to the provinces.

    5. Participation in the administrative superstucture.For this we have to set up citizens governance committees on various areas that have an impact on us.These committees should include the best brains we have available including those abroad,because with email and other forms of communications the need for physical proximity has become gradually less important,with the exchange of ideas being more vital.the recommendations of these committees should be tabled in parliament and full implementation ensured.

    6.laws governing incitement of physical violence against minorities should be enacted with penalties that deter people from organising these kind of acts of violence.

    7.A bill of rights that where no one can be discriminated based on their ethnicity,language,religion,gender,age,political affiliations and beliefs and identity should be an integral part of our constitution.

    I know many will say these are all too difficult to achieve,but i say to them,yes we can.

    Many may argue with many facts but personally I belive, making English as the official language for all government communication will make a big (positive) change in the Island, however, the policy should still give its due respect to Sinhalam and Tamil. Many Indians are still struggling, even though they are against English; all renounced intuitions are still in English medium. I am not 100% sure but believe India’s legal systems and documents are still in English. Tamil Nadu was against Hindi but most successful Tamil business people or top intellectuals were/are fluent in English and/or Hindi. You may now ask why Tamil, isn’t it Sinhalam enough, not at all. English and Hindi is need for Tamil Nadu people to be successful in business but they need Tamil to live; without Tamil (mother tongue/root) they are nothing, and cannot be successful in anything. Both Sinhalam and Tamil must be given its due respect; making English more broad will strengthen Sri Lankans in international market, may be better than Singaporeans. It will also get rid of many issues locally, shine them outside and make stronger and friendlier nation.

    Native Vedda, I am not sure what language you speak at home. If you are real vedda/Adhi Dravidar, you must be speaking something similar to Tamil. As a Tamil, I proudly claim my ancestors are Adhi Dravidar. By the way Vedda/Tamil/Sinhalese/Mulsims didn’t magically appear in the island. Also I personally believe Sinhalese ancestors are Vedda/Tamils.

    There is no secret wish. It is all open, everyone in the world needs their own space to breathe, it is a very basic fundamental human need/right. Tamils need their space and North East is their rightful home and no one can reject that right. There is no solid proof Sinhalease came before Tamils or Tamils came before Sinhalease. Even the fictitious novel Chulavamsam and Mahamvamsam novels points out Shinhala race emerged after the arrival of Vijaya (even then it carries out that almost all the Sinhala queens were Tamils from Tamil cultural city of Mudurai) but there are many solid logical evidence to show Tamils may have been in the Island long long before arrival of Vijaya. I don’t want to get into history as Chandrika also trying her best and many others have tried it too and history is not my major. Just my personal opinions…

    I do understand your (Native Veed/Leela/ some hard core Sinhalese) false-fear that Tamil will separate by accepting federalism. Quebec or Tamil Nadu would never separate, and I strongly believe if North East is provided the same power then there is no need for Sinhalease to fear for separation. It is more beneficial for North East to be part of bigger Island for many reasons; for example water and other natural resources… But if Sinhalease wants to control Tamils and rule them as slaves then unlike Quebec or Tamil Nadu, North East has no option but to split as East Timor or South Sudan. Even the hard core Tamils can talk any bs but the majority Tamils will choose to stay as they did, even when British considered/offered during independence; but Tamil will choose based on how they are treated. 

    Now you can be a really good, but there is no way you can guarantee that you will be like this in couple of years or your son or grandson will be good as you now. There is no guarantee 1950s, 1960s, 1970s or 1983 black July will not reappear again. So Tamils needs some sort of assurance politically, so the library they build will not be burned down some day in the future, the business towers they build in Colombo central will be looted and their son and daughters will not be stripped naked rapped or send in the boat to Jaffna or put in jail forever. After all, if brother or son believe it is best for his family to live separately then, they should stay apart so they will be happier to see each other on holidays and special occasions than living together and fighting every single minutes and killing each other…

    our people do not use the language as a medium of communication. But to distinct a class !!

    I know how important it is to be fluent in English. But what’s the point in making it an official language when the majority do not use it?

    The public schools start teaching english from year 1. The learning of the language depends on the quality of teaching & the teachers.

    Be it sinhala /tamil speaking, all of them who wants to be some one, will learn english in Sri Lanka. So why bother with laws.

  293. CBK had time to reflect over years on her performance and that of her successor and come up with her analysis of events and her take on it. She has had the courage to make many statements that will upset her natural constituency and in that regard I salute her for it. However he reign was not marked by either a lot of good or a lot of bad, but rather a good dose of nothing ism. So it is hard for me to get all excited about what she said.

    Nevertheless this is a positive contribution to the debate, and I am confident that well meaning people will prevail in the end with a settlement that is a reasonable compromise. I do not see it happen in the MR regime and for that we may need a lot of patience, but we have waited 30 years we can wait out a few more for a just and equitable settlement so that all peoples of Sri Lanka can live in dignity.

    I firmly believe that those outside the Island are not contributing anything to my goals of peace and a just and equitable solution, and by that I mean the Diaspora in general, though I believe DBSJ and many likeminded people are there who can add a positive contribution to this solution, as there are always exceptions to any generalization.
